The North Central and Central Coastal Region includes 14 provinces and centrally-run cities: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan. The region has a natural area of 95.86 thousand km2 (accounting for 28.9% of the country's area), playing a particularly important strategic role and position in terms of economy, politics, culture, society, environment, foreign affairs and national defense, security, and sovereignty over seas and islands; an important bridge in international economic and cultural exchanges...
The region plays a particularly important role in developing the marine economy with nearly 2,000 km of coastline (accounting for 60% of the country's coastline), 11 out of 18 coastal economic zones of the country (accounting for 61.1%); is the gateway to the sea for the Central Highlands provinces, connecting the East-West Economic Corridor with international maritime routes.
At the conference, the Ministry of Planning and Investment announced Decision 824 dated July 11, 2023 of the Prime Minister on the establishment of the Coordination Council for the North Central and Central Coast regions.
Accordingly, the Regional Coordination Council was established to innovate the regional coordination mechanism, promote rapid and sustainable socio-economic development of the region, protect the environment and ensure national defense and security.
Deputy Prime Minister Tran Hong Ha is Chairman of the Regional Coordination Council; Minister of Planning and Investment is Permanent Vice Chairman. Vice Chairmen include Ministers of Industry and Trade; Transport; Agriculture and Rural Development; Culture, Sports and Tourism.

The Regional Coordination Council has 14 tasks and powers. Among them, it is to study and propose to the Prime Minister directions, solutions, mechanisms and policies to implement the goals and tasks in Resolution No. 26 dated November 3, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions.
At the same time, coordinate activities in the work of establishing, adjusting and organizing the implementation of national planning, regional planning, provincial and municipal planning in the region for the period 2021 - 2030, with a vision to 2050. Research and propose institutions, mechanisms and policies for regional development, promote regional and sub-regional linkages to ensure that regulations, mechanisms and policies for regional and sub-regional linkages are implemented synchronously, consistently, effectively, and in a disciplined and orderly manner.
In addition, organize investment promotion activities, mobilize resources; coordinate the use of public investment capital to orient, lead, and activate non-state investment resources, promote investment in the form of public-private partnerships in developing strategic, urgent, and important infrastructure.

At the conference, the Ministry of Planning and Investment presented the work plan of the North Central and Central Coastal Coordination Council for the last 6 months of the year. Representatives of ministries, branches, localities, etc. had many presentations to propose solutions and contents that the region needs to implement in the coming time in the fields of industry and trade, transportation, agriculture and rural development, information technology, socio-culture, tourism, digital transformation, etc.

In his concluding remarks, Deputy Prime Minister Tran Hong Ha highly appreciated the spirit and working methods of the conference. Here, delegates had a frank exchange of contents on the common work of the region and the interests of the country in the overall national strategy.
The Deputy Prime Minister requested ministries, sectors and localities to join hands to carry out the work, and to determine the working mechanism of the region to bring about the most effective results. At the same time, he requested the Ministry of Information and Communications to establish a regional database to exchange and share information and resolve difficulties and problems in the region.
Currently, the region is quite large, so in the next meeting, we need to discuss dividing it into sub-regions. This can be based on geography and relationships to come up with strategic products, potentials, advantages, and optimizing connectivity issues... The Regional Coordinating Council will work on common issues for the entire region.
The Deputy Prime Minister also acknowledged the opinions and proposals of ministries, sectors and localities at the conference. In particular, focusing on restructuring to create interconnected connections to support each other, promote each other's advantages and reduce conflicts. He called for the development of decisions on regional planning; identifying the advantages and products of localities in the region and sub-region.
Planning for transport connectivity is extremely important. He suggested that the Ministry of Planning and Investment and the Ministry of Transport need to define a plan that shapes regional development. Regarding medium-term public investment and administrative procedures, there are still many related issues, so the Deputy Prime Minister hopes that the Ministry of Planning and Investment and the Ministry of Finance will have a policy mechanism for the region so that the implementation of work can be smooth. Therefore, it is necessary to form a regional fund to carry out work and projects.
