VnExpress newspaper launched a special page on the "Local Innovation Index" (PII), providing information on the annual ranking of provinces as well as how to calculate this index.
The Provincial Innovation Index (PII) was developed to provide an overview of the current status of the socio-economic development model based on science, technology and innovation in each locality. Thereby, providing the basis and evidence of strengths, weaknesses, potential factors and necessary conditions to promote socio-economic development based on science, technology and innovation in each locality.
This is the first time Vietnam has built a local-level innovation index. The 2023 PII was developed and announced by the Academy of Science, Technology and Innovation, Ministry of Science and Technology.
The PII website will update information on the rankings of 63 provinces and cities nationwide. In addition to the provincial rankings, readers can search for detailed information on the basic indicators of each province. The announcement ceremony is expected to be held in early January 2024.

The PII index is built according to the method of the GII global innovation index (80 component indicators) but to suit localities, only 51 indicators are structured. Thereby, each locality can reflect and adjust appropriately to promote economic development and increase competitiveness.
During the design phase of the index framework and component indexes, with the participation of technical advisors from the World Intellectual Property Organization (WIPO), the coordination of ministries and agencies has successfully built local-level indexes in Vietnam.
Currently, there are a number of indexes in the country on provincial competitiveness (PCI), administrative reform (PAR Index) or digital transformation (DTI)...
Globally, China, India, Columbia, the US and Europe have also implemented local innovation indices. China and India have adopted a systems approach based on the WIPO GII.

At the first meeting of 2022, the Government issued Resolution No. 12, assigning the Ministry of Science and Technology to preside over and coordinate with agencies, localities, WIPO and relevant organizations to develop a set of local innovation indexes and organize pilot assessments in a number of localities. This pilot is aimed at measuring the innovation capacity and results of each locality, in sync with Vietnam's global innovation index GII.
After the test results are available, from 2023, the construction of the index set will be deployed nationwide.
