Provinces that need to urgently implement housing support for poor and near-poor households include: Cao Bang, Lao Cai, Lang Son, Ha Giang, Tuyen Quang, Yen Bai, Bac Kan, Bac Giang, Hoa Binh, Son La, Lai Chau, Dien Bien, Thanh Hoa, Nghe An, Quang Tri, Thua Thien Hue, Quang Nam, Quang Ngai, Binh Dinh, Khanh Hoa, Ninh Thuan, Dak Nong, Dak Lak, Gia Lai, Kon Tum and An Giang.
According to Decision No. 1600/QD-TTg dated December 10, 2023, the Prime Minister has assigned the 2024 state budget estimate for the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, Project 5 on "Housing support for poor and near-poor households in poor districts for the 2021-2025 period" of VND 1,306 billion for localities to implement.
Therefore, the Ministry of Construction recommends that the People's Committees of the provinces focus on implementing housing support; speed up disbursement of central budget capital allocated to poor and near-poor households participating in the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, Project 5 as prescribed.
Localities shall report on the results of disbursement of central budget capital allocated to the above Program up to March 31, 2024; implementation plan and estimated disbursement rate of central budget capital allocated up to December 31, 2024; results of allocation of central budget capital in 2024 allocated to districts, to the Ministry of Construction before April 15, 2024. On that basis, the Ministry of Construction will synthesize and report to the Prime Minister.
Recently, many opinions of National Assembly deputies said that the disbursement rate was very low, some localities had difficulty mobilizing resources to meet the requirements of eliminating temporary housing for poor households according to the plan until 2026. The National Target Program for Sustainable Poverty Reduction for the period 2021 - 2025 sets a target with the housing shortage of at least 100,000 poor and near-poor households in poor districts to receive housing support, ensuring safe and stable housing, capable of withstanding the impacts of natural disasters, contributing to improving the quality of life and sustainable poverty reduction. It is estimated that in 2023, 25,500 households will be supported.
According to National Assembly Delegate Do Thi Lan (Quang Ninh Delegation), the work of supporting housing for poor households, near-poor households, and households that have just escaped poverty, and reducing the housing poverty gap is very low. In 2023, it only reached about 39.7% compared to the plan of Project 5 of the Program. Disbursement is also very low, some localities find it difficult to mobilize resources to meet the requirements of eliminating temporary housing for poor households according to the plan until 2026.
Some localities such as Bac Kan, Quang Nam, Binh Dinh, Can Tho... also encountered difficulties in implementing poverty reduction policies on housing support.
According to Decision No. 02/2022 of the Prime Minister (stipulating principles, criteria, and norms for allocating central budget capital and the proportion of counterpart capital from local budgets to implement the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025), the support level for newly built houses is 40 million VND/household, house repairs are 20 million VND/household from the central budget's career capital source. Many opinions say that the support level of 40 million VND/household is not enough to ensure the requirement of "3 hard" (hard foundation, hard frame - wall, hard roof) and the life of the house is 20 years or more as required in Decision No. 90/QD-TTg approving the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025.
