At the meeting, the Government listened to the presiding agency present a summary of the draft laws; report on explanations and acceptance of opinions on the drafting of the draft laws; synthesize opinions of ministries and branches; consider the preparation process and procedures; requirements and principles of law drafting; consistency and consistency with relevant legal provisions; refer to international experience; and at the same time deeply analyze fundamental issues and there are many different opinions in the draft laws.

Regarding the draft Law on the Capital (amended), the Government has reviewed all resolutions, policies, and directions of the Party and Resolutions of the National Assembly related to the capital city of Hanoi to maximally institutionalize the policies and guidelines of the Party, especially Resolution No. 15-NQ/TW; ensuring consistency with the Resolution of the Government through the proposal to develop the Law. The Government considers the specific policy mechanisms necessary for the development of the capital; the issue of decentralization and delegation of power; financial and land management; renovation of old apartments, etc.

Regarding the draft Law on Road Traffic Order and Safety, the Government reviews and considers the scope of regulation and state management content in the draft Law to ensure clear responsibilities, consistent with the functions and tasks of agencies, without overlapping, duplication or vacancy; resolve practical difficulties and shortcomings; especially clearly define responsibilities in state management of means of transport, technical safety and environmental protection of vehicles, and training, testing and granting of driving licenses.
In the Road Law project, delegates are interested in the contents of creating a mechanism to mobilize all resources to the maximum to create a breakthrough in investment in construction, developing synchronous and modern road infrastructure; creating a transport market with a reasonable, effective and competitive structure; improving the capacity and production and business efficiency of road transport enterprises; linking transport development with ensuring traffic order and safety; promoting decentralization and delegation of authority associated with the responsibility of each management level for developing road infrastructure, developing road transport...
Regarding the draft Law on National Defense and Security Industry and Industrial Mobilization, the Government discussed the planning for the construction and development of the national defense and security industry in the draft Law; capital sources for the development of the national defense and security industry; scope of regulation, organization and operation of the national defense and security industry; chief engineer; science and technology fund; policies to encourage and attract experts and scientists in this field.

Along with giving opinions on each draft law; assigning tasks to ministries and branches in receiving and completing drafts and documents to submit draft laws according to regulations, concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the Ministries of Public Security, National Defense, Justice, and Transport for actively preparing and submitting projects and proposals for law making; seriously receiving and explaining thoroughly and with basis. The Ministry of Justice and the Government Office have actively appraised and examined to keep up with the progress of submitting to the Government.
Appreciating the responsible, in-depth and highly constructive opinions of Government members and delegates, the Prime Minister said that in the first 8 months of 2023, the Government held 7 thematic meetings on law-making, giving opinions on 34 contents including 11 proposals for law-making; 14 draft laws; proposals for the 2024 Law and Ordinance-Making Program, adjustments to the 2023 Program; draft resolutions and other contents.
According to the Prime Minister, in building and perfecting institutions, the Government has focused on innovation and continued to promote the following directions: strengthening the role of the leader; strengthening discipline, ensuring progress and quality of law-making; improving policy response capacity, focusing on removing difficulties and obstacles, and unblocking all resources; devoting adequate investment of efforts and resources to institution-building work; supplementing and improving the quality of cadres and civil servants doing legal work; thoroughly grasping and realizing the Party's policies in legal documents; referring to international regulations; removing difficulties and obstacles to mobilize resources for development; promptly supplementing content suitable to reality; innovating processes.
Prime Minister Pham Minh Chinh requested ministries and branches, through reviewing, summarizing, and submitting projects and proposals for law making, to clarify the regulations that are inherited and kept as they are; clarify the regulations that need to be eliminated; clarify the regulations that need to be amended, supplemented, or newly issued. Regarding the content of the report on resource reduction and simplification of administrative procedures, it is necessary to clarify the content of the reduction, and there must be specific reasons and assessments.
The Head of Government assigned the Ministers to direct the serious and complete acceptance of the opinions of Government members, experts, scientists and affected subjects, to complete the draft laws, propose the development of laws, and draft resolutions according to regulations; assigned the Deputy Prime Ministers in charge of the field to continue to pay attention to and directly direct the completion of the projects and proposals for the development of laws according to the assignment. The Ministry of Justice, the Government Office and relevant ministries and branches continue to coordinate with the submitting agencies to complete and submit documents; ensuring progress and quality.
The Prime Minister noted that in the coming time, the work of building institutions will be more difficult. The Government and members of the Government must be determined to successfully make breakthroughs in building and perfecting institutions, removing bottlenecks and barriers to the maximum extent, creating the most favorable conditions for people and businesses; unleashing all resources for rapid and sustainable socio-economic development, contributing to the successful implementation of the tasks set by the Party and the State.
