Determined to comprehensively complete goals and tasks by 2025

On the morning of December 9, the Provincial People's Committee held a conference to deploy socio -economic development tasks and estimate state budget revenue and expenditure in 2025. Attending and directing the conference was comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee. Also attending were comrades in the Standing Committee of the Provincial People's Council and People's Committee. Delegates from districts, towns and cities attended the online conference.

At the conference, the Provincial People's Committee announced the decision to assign targets for the 2025 Socio-Economic Development Plan and the decision to assign the 2025 State budget revenue and expenditure estimates to departments, branches, and 13 districts, towns, and cities in the province. Accordingly, directors and heads of departments, branches, and sectors, based on the assigned targets, proactively review and agree with the Chairmen of the People's Committees of districts, towns, and cities and related agencies and units to specify tasks, organize comprehensive implementation of targets by sector, field, and management area; be responsible to the Provincial People's Committee for the implementation results and periodically summarize and report to the Provincial People's Committee every month, quarter, 6 months, 9 months, and year.

Speaking at the conference, Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, emphasized: The issuance of the decision of the Provincial People's Committee on assigning socio-economic development plan targets and the decision on assigning state budget revenue and local budget expenditure estimates for 2025 is very timely, in accordance with the provisions of law, and has concretized the resolutions of the Provincial Party Committee and the Provincial People's Council. Departments, branches and localities have discussed very thoroughly on the basis of comprehensive assessment of the completion of goals and tasks in 2024 as well as analyzing the context of the situation in 2025 of the whole country and Quang Ninh province to set goals and targets for 2025.

The targets and goals set for 2025 reflect the will, aspirations and desires to overcome all difficulties and constantly rise up of the cadres, party members and people of all ethnic groups in Quang Ninh province to join the whole country in firmly entering a new era, an era of national growth.

To complete the goals and tasks set out in 2025, the Provincial Party Secretary requested: All levels, sectors, agencies, units, districts, towns and cities must urgently implement concretization, set higher targets, goals, tasks, and stronger and more synchronous solutions, implement with high determination, great efforts, more drastic actions, clearly assign people, clear tasks, clear progress, clear responsibilities, clear results . In particular, focus on creating a breakthrough in economic development, determined to complete the target of economic growth rate (GRDP) in 2025 at a minimum of 12%, to ensure the economic growth rate in 5 years reaches over 2 digits; effectively implement the Project to restore and rebuild the economy after storm No. 3.

All levels, sectors and localities must complete the state budget revenue estimates well, ensure higher targets, strive for total state budget revenue in the area to be no less than 57,330 billion VND; implement budget spending economically and effectively, especially in implementing public investment, career spending... Continue to promote the effective implementation of three strategic breakthroughs from institutions, human resources, infrastructure. In particular, focus on completing the system of traffic infrastructure, industrial park infrastructure, information technology infrastructure, digital infrastructure, healthcare, education, culture... Focus on effectively implementing Resolution No. 17-NQ/TU in conjunction with Resolution No. 06-NQ/TU, Decision No. 409-QD/TU of the Provincial Party Committee, the National Target Program on Cultural Development for the period 2025-2035 to contribute to the revival and development of culture imbued with the cultural identity of Vietnam in general, and Quang Ninh province in particular. Improve the effectiveness and efficiency of state management in the fields of planning, natural resources and environment; effectively implement, review, update and adjust the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, in accordance with the new situation; accelerate the progress of developing documents guiding the implementation of the Land Law under authority. Ensure national defense and security; political stability, social order and safety, national border sovereignty; maintain the national defense posture, people's security posture, ensure that Party congresses at all levels in the province take place safely and successfully.

In particular, all levels, sectors and localities must resolutely innovate and reorganize the political system to be "streamlined - compact - strong - effective - efficient - effective" in conjunction with building a contingent of cadres with sufficient qualities, capacity, prestige, and equal to the tasks according to the Central's policy; pay attention to promptly resolving the regimes and policies for cadres, civil servants and public employees after reorganization according to regulations; further promote decentralization and delegation of power, more strongly, so that localities can be proactive in implementing socio-economic development goals, ensuring national defense and security in the area.

On behalf of the provincial leaders, the Provincial Party Secretary called on all cadres, party members, business community, and people of all walks of life in the province to continue promoting the tradition of solidarity, "Discipline and unity", joining hands and hearts, overcoming all difficulties and challenges, and determined to comprehensively complete the set goals and tasks.

Receiving the direction of the Provincial Party Secretary, Comrade Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, requested departments, branches, localities, agencies and units immediately after the conference to urgently grasp and seriously deploy the implementation of the resolutions from the first day and month of 2025, determined to complete and achieve the highest results for 17/17 economic, social and environmental targets according to the targets set by the Provincial Party Committee and Provincial People's Council, contributing to the comprehensive completion of the goals and targets in the resolutions of Party congresses at all levels.

Based on the assigned functions and tasks, each department, branch and sector, based on the assigned targets, proactively reviews and agrees with the Chairmen of the People's Committees of districts, towns and cities and related agencies and units to specify the tasks of organizing the comprehensive implementation of targets by sector, field and management area with specific solutions and roadmaps, suitable to the reality of each agency and unit, associated with the working theme in 2025 on "Breakthrough in economic development, creating momentum for the new term", determined to restore the economy, create breakthroughs in a number of economic sectors and fields.
