Deputy Minister Phan Tam is assigned to assist the Minister in charge of the following tasks: International cooperation, international economic integration; emulation - rewards and history - tradition; training, fostering, and human resource development; science and technology; intellectual property; standards and quality in the field of information and communication; policies, strategies, planning, plans, programs, and projects on the development of the information and communication industry.

Deputy Minister Phan Tam will be responsible for monitoring and directing the Department of Science and Technology, the Department of International Cooperation, the Academy of Posts and Telecommunications Technology, the College of Information and Communications, the School of Training and Fostering Information and Communications Management Staff, the Institute of Information and Communications Strategy, and the Vietnam Public Utility Telecommunication Service Fund.
The decision assigns Deputy Minister Pham Duc Long to assist the Minister in charge of the fields of information technology application, digital transformation, digital economy, digital society, electronic transactions; radio, television and electronic information; digital content; network information security; telecommunications, Internet, radio frequencies.
At the same time, assist the Minister in charge of Party and Union work; administrative reform; innovation in management organization, restructuring, equitization of state-owned enterprises, investment, corporate finance and operations of enterprises under the Ministry; flood and storm prevention and control, and natural disaster mitigation.
Deputy Minister Pham Duc Long is assigned to monitor and direct units including the Department of Digital Economy and Digital Society; the National Digital Transformation Agency; the Information Security Agency; the Department of Radio, Television and Electronic Information; the Telecommunications Agency; the Radio Frequency Agency; the National Center for Electronic Authentication; the National Institute of Digital Technology and Digital Transformation; the Vietnam Post Corporation and the VTC Multimedia Corporation.
The Minister assigned Deputy Minister Nguyen Thanh Lam to be in charge of the fields of press, communication; publishing, printing and distribution; foreign information and grassroots information.
Deputy Minister Nguyen Thanh Lam monitors and directs the Press Department, the Grassroots Information Department, the Department of Publishing, Printing and Distribution; the Department of External Information; VietNamNet Newspaper; the Information and Communications Publishing House; the Information and Communications Magazine; and the Vietnam Internet Center. In addition, Deputy Minister Nguyen Thanh Lam is also assigned to perform the duties of spokesperson for the Ministry of Information and Communications.
Deputy Minister Bui Hoang Phuong is assigned to be in charge of the Postal and Digital Technology Industry sector.
The Deputy Minister is also responsible for assisting the Minister in charge of the following tasks: Internal affairs; planning and finance; anti-corruption and smuggling; practicing thrift and combating waste; inspection; digital transformation in personnel work and standardizing personnel procedures and personnel records; application of information technology and digital transformation in the Ministry of Information and Communications; defense - security, military and veteran work of the Ministry.
According to this Decision, Deputy Minister Bui Hoang Phuong directly monitors and directs the following units: Postal Department, Legal Department (in charge of administrative activities of the Department), Planning and Finance Department, Ministry Office, Ministry Inspectorate, Department of Information Technology and Communications Industry, Central Post Office, Information Center.
Along with adjusting some specific tasks of Deputy Ministers, the Ministry of Information and Communications has also made some changes in the assignment of Ministry leaders to monitor localities, associations, unions and participate in steering committees, committees, councils, etc.
