Reporter of Natural Resources and Environment Newspaper had an interview with Mr. Do Minh Tuan - Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee about this issue.
PV: Thanh Hoa is the fourth province in the country to have its Provincial Planning approved. Could you please tell us about the planning process and the role and significance of the Prime Minister's decision?
Mr. Do Minh Tuan: The Provincial Party Committee, People's Council and People's Committee are always deeply aware that planning is the most important task, creating a solid corridor for the province's sustainable development. A good quality plan will exploit and promote the potential and strengths of the locality, demonstrate the aspiration to rise up, and help the province have the fastest and most effective path to achieve the set goals. Therefore, immediately after the Law on Planning was issued and took effect, Thanh Hoa urgently implemented it with the participation of the entire political system in planning work.
In addition, during the planning process, all levels and sectors in the province, according to their assigned functions and tasks, have proactively coordinated closely with central ministries, sectors, provinces and cities in the North Central region, neighboring provinces and provinces that are growth poles in the North to contribute opinions to the draft; closely coordinated with the Ministry of Planning and Investment, the Government Office to organize conferences and workshops to consult scientists and experts to complete the planning, as a basis for submission to the Provincial Planning Appraisal Council for approval.
The Prime Minister's official approval of the Thanh Hoa Provincial Planning is of great significance to the province's development. First of all, this is the first integrated planning issued according to a new approach, with extremely important contents, including viewpoints, general goals, main goals, development orientations of important economic sectors, orientations for territorial space development, orientations for socio-economic infrastructure development, orientations for land use, environmental protection and sustainable development.
Thus, it can be affirmed that the most important thing of the Provincial Planning after being approved is to create the highest and most general legal framework, which is the "backbone" for the development of the sectors and fields of the province. On the basis of the approved Provincial Planning, programs, projects, development plans of sectors, fields, and specialized planning will continue to be reviewed, adjusted or newly established to ensure consistency, science, and sustainability, as a basis for mobilizing resources to realize the objectives of the Planning.
The viewpoints, goals and development directions in the Provincial Planning have been unified and synchronized with the socio-economic development strategy of the whole country, the national strategy on green growth and sustainable development; at the same time, it has fully and creatively inherited the viewpoints and development directions of Resolution No. 58-NQ/TW dated August 5, 2020 of the Politburo on building and developing Thanh Hoa province to 2030, with a vision to 2045, ensuring unity in leadership and direction to build and develop Thanh Hoa province to become one of the major centers of the region and the whole country, a new growth pole, together with Hanoi - Hai Phong - Quang Ninh forming a development quadrangle in the North of the country.
PV: As you mentioned above, the Provincial Planning is an integrated planning of all sectors, fields, and socio-economic activities of the province. So what breakthrough thinking and strategic vision are reflected in the Provincial Planning, sir?
Mr. Do Minh Tuan: Regarding the approved Provincial Planning this time, the breakthrough thinking is first demonstrated in the planning implementation steps as well as in the content of each component integrated in the planning.
In the planning organization stage, the province has mobilized the entire political system, each level and each sector is responsible for planning and specifying the development direction of its sector and field based on the viewpoints and development policies that have been determined in the spirit of Resolution No. 58-NQ/TW of the Politburo, and at the same time must be consistent with the new practical conditions of the province, the country and the world. With a wide scope and planning objects, to ensure flexibility in direction and operation, only the really necessary contents, ensuring the implementation of the state management function on socio-economics, national defense and security will be integrated into the planning, other contents will be operated according to the laws of the market economy under the management of the State.
The breakthrough and strategic vision of the Provincial Planning are also reflected in each content of the planning, which is the bold determination of viewpoints and development goals with high striving, requiring solidarity and the will and aspiration to rise of the entire political system and all classes of people to be realized.
In which, developing territorial space as a new, different, strategic breakthrough, the Provincial Planning has specifically identified the development space for each industry and field, identified economic corridors, and development driving forces for the whole period. On the basis of promoting available potential, advantages and outstanding, different opportunities, the Provincial Planning has identified 3 important industries and 3 strategic breakthroughs; namely: Strongly developing the processing and manufacturing industry, making Thanh Hoa one of the major centers of the region and the whole country in the processing and manufacturing industry, as a foundation for shifting the economic structure towards industrialization and modernization. Developing agriculture according to large-scale agricultural models, applying modern technology, high value, closely linked to the value chain to improve agricultural efficiency and Developing tourism with high-quality tourism products to make Thanh Hoa a major tourism center of the whole country.
Three breakthroughs include: Completing the synchronous institutional framework for socio-economic development, building a team of prestigious, responsible, and dedicated officials and civil servants. Mobilizing, effectively and economically using all resources for infrastructure development and human resource development, promoting research, application, transfer, and strong development of science and technology, and innovation.
Reporter: So how will Thanh Hoa province carry out the next steps to effectively implement the Provincial Planning, sir?
Mr. Do Minh Tuan: In order to effectively implement the planning and soon realize the goals and tasks set out in the Provincial Planning, the first task that needs to be done is that the province will announce and disseminate the main and core contents of the Provincial Planning to all levels, sectors, districts, towns and cities; direct the propaganda, information and communication sector to closely coordinate with information agencies and the press to widely publish the main and core points of the Provincial Planning to disseminate and popularize to all classes of people and the business community in order to create unity in awareness and create a solid foundation for implementing the next steps.
Issue a Plan to implement the Provincial Planning to ensure synchronous and smooth implementation among levels and sectors. Clearly define tasks and assign responsibilities to each level and sector, with a roadmap and specific implementation time associated with each specific product, as a basis for leadership and direction of implementation. Promote infrastructure development, site clearance, create favorable conditions for investors when coming to the province; study and issue new mechanisms and policies suitable for each stage and development period to effectively mobilize resources.
