(Dan Tri) - The Deputy Prime Minister directed the Ministry of Education and Training to review, inspect, and grasp information related to the regulations on extra teaching to promptly have appropriate solutions, because this regulation "still raises many concerns".
The Government Office has sent a document to the Ministry of Education and Training regarding the handling of feedback related to the general education program.
Previously, at the end of 2024, the Ministry of Education issued Circular 29 regulating extra teaching and learning. This regulation received a lot of approval but still raised many concerns.
Some opinions say that the root of extra teaching and learning is the heavy curriculum, while the mentality of valuing degrees among many people is still quite common.

With new textbook programs, new high school graduation exams, and new university admission methods, the competition to enter prestigious universities is increasingly fierce.
In the long run, when the education program does not focus on exams, tests, and assessments, but teaches in the spirit of promoting the learners' abilities and qualities, then extra teaching and learning will return to their original nature.
That is when students see that they lack knowledge, they will study more to supplement that knowledge or if they want to be better , they will study more. But when the program is still heavy on right and wrong, studying only serves the exams, then extra teaching and extra learning will be distorted.
Faced with many conflicting opinions, Deputy Prime Minister Le Thanh Long directed the Ministry of Education and Training, according to its functions, tasks, and authority, to review, inspect, and grasp information reflecting on regulations on extra teaching, in order to promptly have appropriate solutions according to its authority and current legal regulations.
Government leaders require reporting to competent authorities on issues beyond their authority.
Circular 29 of the Ministry of Education and Training does not prohibit teachers from tutoring students, but clearly states that tutoring in schools is allowed, in some cases.
One is for weak students; two is for good students who need to be nurtured; and three is for senior students who voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.
But for all extra classes, teachers teach 100% free of charge. The time for extra classes in school is also regulated, each subject must not exceed 2 periods/week.
According to the regulations of the Ministry of Education, schools are not allowed to schedule extra classes to alternate with the regular curriculum, and are not allowed to teach extra classes before the content that is naturally taught. Each extra class cannot have more than 45 students.
In particular, the Ministry of Education requires that no extra tutoring be given to primary school students.
Also according to Circular 29, in addition to schools, any individual or organization that wants to teach extra classes must register a business to be able to operate under the Enterprise Law and pay all taxes according to State regulations.
The Ministry of Education and Training requires that tutoring facilities clearly disclose the subjects that are taught and studied extra; the duration of extra teaching for each subject by grade level; the location, form, and time of organizing extra teaching and studying; the list of tutors and the tuition fees before enrolling students.
The level of tuition for extra-curricular classes is agreed upon between the student's parents, the student and the tutoring facility.
