The Ministry of Education and Training has a circular regulating the working regime of general education teachers. Teachers, principals, and vice principals are counted as working 42 weeks/school year.

Teachers work 42 weeks/school year
According to the new regulations on the working regime of general teachers in 42 weeks, the number of weeks for teaching educational content is 37 weeks (35 weeks for actual teaching, 2 weeks for reserve). The number of weeks for studying and improving qualifications is 3 weeks. The number of weeks for preparing for the new school year and summarizing the school year is 2 weeks.
In case of emergency or natural disaster prevention or urgent adjustment of the school year schedule, the number of weeks for teaching educational content in the general education program shall be adjusted by the competent authority.
The above Circular also stipulates that teachers' annual leave includes summer vacation as prescribed in Decree 84/2020/ND-CP.
During the summer vacation, teachers participate in training and development according to the requirements of the job position, participate in high school graduation exams, and enroll students when summoned by competent authorities. Time off for holidays, Tet and other holidays according to the provisions of the Labor Code and the Law on Social Insurance.
The above circular also states that based on the school year plan, scale, characteristics, and specific conditions of each school, the principal shall arrange teachers' annual leave appropriately, in accordance with regulations, ensuring the school year time frame.
The principal's and vice principal's summer vacations are flexibly arranged during the school year and during the teachers' summer vacations to ensure that school activities take place normally. The principal's and vice principal's summer vacation schedule must be reported to the competent management authority or according to the hierarchy.
Teaching hours/week
The circular stipulates that the teaching quota for primary school teachers is 23 periods/week, for secondary school teachers is 19 periods/week and for high school teachers is 17 periods/week.
Teachers of primary ethnic boarding schools have a teaching quota of 21 periods/week. Teachers of secondary ethnic boarding schools have 17 periods/week and teachers of high schools of ethnic boarding schools have 15 periods/week.
In addition to the teaching quota, teachers of ethnic minority boarding and semi-boarding schools participate in other tasks assigned by the principal.
Teachers in schools and classes for the disabled have a standard of 21 periods/week at the primary level, 17 periods/week at the secondary level and 15 periods/week at the high school level. Teachers who are in charge of the Youth Union are counted from 2-6 periods depending on the type of school and level of education. The standard of teaching periods for principals is 2 periods/week and for vice principals is 4 periods/week.
Teachers do not hold more than 2 positions at the same time.
Also according to the above circular, homeroom teachers in general schools are reduced by 4 periods/week compared to the norm.
Heads of professional groups and heads of departments are reduced by 3 periods/week, deputy heads are reduced by 1 period/week. Heads of student management groups in ethnic boarding and semi-boarding schools are reduced by 3 periods/week, deputy heads are reduced by 1 period/week.
Teachers who are also in charge of subject classrooms and educational equipment rooms will have 3 periods/week reduced.
Some other cases such as teachers who are also Party cell secretaries, teachers who are also trade union workers, school board presidents, school board secretaries, heads of school inspection committees, teachers who are also teachers, student counselors, clerical workers, and library workers are also considered to have their number of periods reduced.
The Circular states that each teacher cannot hold more than two concurrent positions (including holding professional work, Party work, mass organizations, other organizations and some other job positions).
In addition, the above circular also regulates the conversion of professional activities into teaching periods, adding a number of cases that can be converted compared to the old regulations.
Specifically, converting online teaching hours, teaching Vietnamese to ethnic minority children, inter-school teaching, teaching students to review for entrance exams, review for graduation exams, tutoring for students who have not met learning requirements, teaching to foster excellent students as assigned by the principal, teachers assigned to be judges in competitions or competitions of school-level teachers, 1 hour of direct grading participation is counted as 1 standard hour....
The above Circular takes effect from April 22, 2025.
