The Ministry of Education and Training has just sent a document to the People's Committees of provinces and centrally-run cities to strengthen the direction and implementation of a number of contents in preparation for the 2024-2025 school year.
The Ministry of Education and Training said that it has just issued a framework for the school year schedule and documents guiding the implementation of tasks for the 2024-2025 school year for preschool education, general education and continuing education.
In order to promptly, practically and effectively implement the tasks of the 2024-2025 school year, the Ministry of Education and Training requests that the People's Committees of provinces and centrally-run cities strengthen direction, review, inspection and urging to ensure adequate facilities and educational equipment before the new school year.
At the same time, there must be timely solutions to overcome the inadequate structure of local teaching staff according to authority; flexibly arrange and assign teachers to ensure sufficient quantity and consistent structure, especially in some subjects such as English, IT, music, and fine arts.
In case it is not possible to recruit enough teachers according to the quota, implement teacher contract solutions according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government to implement the policy of "having students, there must be teachers in the classroom" in accordance with the actual situation in the locality.
The Ministry of Education and Training requested localities to strengthen their responsibility for state management, properly implement regulations on financial revenue and expenditure management, publicize revenue and expenditure from the beginning of the school year; on the selection, supply, and use of local textbooks, educational materials, and reference materials.
Along with that, the locality has a plan to support poor and near-poor students, policy beneficiaries, students in difficult circumstances, disadvantaged students, remote areas, isolated areas, students from ethnic minority areas, with enough textbooks, school supplies and other essential conditions; no student due to difficult circumstances cannot go to school.
The Ministry of Education and Training also requested the provincial People's Committees to direct the full implementation of the contents and criteria for building safe schools and preventing accidents and injuries in educational institutions; strengthen coordination between families - schools - society to organize care, nurturing, management and education of children and students in and out of school; ensure safety and effectiveness, especially preventing accidents and injuries, school violence and providing mental health care for students right from the beginning of the school year.
The local Department of Education and Training needs to guide educational institutions to effectively organize a number of activities at the beginning of the 2024-2025 school year; including cleaning classrooms and school grounds; carefully preparing and being ready in all aspects for the opening ceremony of the new school year to truly be a national festival for bringing children to school, a festival for teachers and students.
Educational institutions strictly implement regulations on the time students return to school and organize the opening ceremony of the 2024-2025 school year uniformly nationwide on the morning of September 5 , 2024. Units organize the opening ceremony in a concise manner, suitable to the reality and conditions of the locality and school; stabilize and maintain the learning routine immediately after the opening ceremony.
