New regulations on referral papers based on signing date are beneficial to patients

On the morning of January 2, the Department of Health Insurance ( Ministry of Health ) held a national conference to inform about the circular detailing and guiding the implementation of a number of articles of the Law on Health Insurance (HI).

Speaking at the conference, Ms. Tran Thi Trang, Director of the Health Insurance Department, said that the new Health Insurance Law has many important innovative policies related to the rights and benefits of health insurance participants, reform of medical examination and treatment procedures, etc.

One of the new regulations is that the referral paper for some diseases is valid for 1 year (ie the disease only requires a referral paper 1 year/time), creating favorable conditions for health insurance participants.

Specifically, previously the list of diseases referred once a year included 62 diseases, but now this list includes 141 diseases, an increase of 79 diseases.

"In addition, if previously this medical facility referral paper was valid until the end of the calendar year, that means if a patient requested a referral paper on December 1, then by December 30 the referral paper would have expired and the patient would have to reapply.

According to the new regulations, this transfer paper will be valid for 1 year, or 12 months from the date of signing. So if a patient requests a transfer paper from December 1, it will expire on December 1 of the following year," Ms. Trang explained.

According to Ms. Trang, this is a particularly meaningful regulation in improving the quality of medical examination and treatment so that patients can access and promptly treat a number of diseases requiring specialized expertise that basic and initial facilities are not qualified to implement.

Contribute to reducing procedures for transferring medical examination and treatment facilities for patients, reducing costs of moving and transporting patients, reducing out-of-pocket expenses of households related to medical examination and treatment, and at the same time contributing to effective use of the health insurance fund.

"This regulation ensures the rights of patients to be managed, monitored, and to use new, quality medicines and medical equipment, and the grassroots health system has better conditions to develop technical expertise," Ms. Trang emphasized.

Accordingly, the list of 141 diseases that are granted referral certificates this year includes: chromoblastomycosis and phaeomycosis abscess; other hereditary hemolytic anemias; bone marrow failure and other anemias; disseminated intravascular coagulation (fibrinolysis syndrome); purpura and other bleeding conditions; hemophagocytic syndrome associated with infection; chronic renal failure, etc.

The Ministry of Health assigns medical facilities to advise and guide health insurance participants about diseases that are granted hospital transfer papers once a year, ensuring maximum benefits for patients.
