The reason given by the Disciplinary Board of the Vietnam Football Federation (VFF) for fining coach Vu Tien Thanh 20 million VND, but not "suspending" his coaching rights, is because according to the Disciplinary Regulations, anyone who makes statements that affect the image of Vietnamese football, the reputation of the tournament and the VFF, will be fined (at least 10 million VND) or suspended from duty for a period of time.
In addition, according to the explanation of the VFF Disciplinary Board, the statement of coach Vu Tien Thanh was personal in nature, so the VFF Disciplinary Board did not want to suspend the coaching rights of the HAGL team coach, not wanting to affect this team.
Coach Vu Tien Thanh is very responsive.
Mr. Vu Tien Thanh made an official statement at an official press conference after a match in the V-League (the match between Ho Chi Minh City Club and LPBank HAGL in round 21 of the V-League on May 25). No one in their personal capacity entered the press conference room that day to make a public statement.
Mr. Vu Tien Thanh entered the press conference room as the coach of HAGL Club, representing the Club to answer the national media, knowing for sure that his statement would be broadcast, not answering in his personal capacity.
Second, it is not unprecedented for Vietnamese football to have individuals do something but the collective must take responsibility. For example, when some overzealous fans of the Hai Phong team previously lit flares, causing disorder in the stands, the Hai Phong club was still fined and had to be "suspended from the field" for a period of time.
Therefore, we cannot say that if an individual does something, the collective is not responsible, because first of all, we have to consider in what capacity that individual appears before the public. If it is as a member of a club, then we cannot say that it is an individual's business!
If the regulations on rewards and penalties of V-League and VFF are related to similar acts, there are not enough technical measures to properly handle the above acts. So it is time for VFF, VFF Executive Committee (EC) to sit down to change those somewhat outdated decisions, which are not enough of a deterrent.
Football is always moving forward, inappropriate regulations need to be adjusted accordingly, following that forward trend.

In fact, the main content related to Coach Vu Tien Thanh's statement is not new. Coach Bui Doan Quang Huy of Binh Dinh team spoke up: "Binh Dinh team has to play 7 matches in less than 1 month, from May 4 to May 30. Do you see any tournament like that in the world? We accept the game. But we think the Organizing Committee should review it, to make it better for the players next season."
That is constructive feedback, if something is wrong, it is wrong, if something must be followed, it must be followed. Such feedback needs to be listened to in order to make appropriate adjustments in the future.

Same incident, but 2 statements, the statement of coach Vu Tien Thanh is not as calm as his colleague who is leading Binh Dinh team, not to mention Mr. Thanh's statement more or less has the color of challenging VFF to "punish" him.
Therefore, Mr. Thanh should have been punished more severely to avoid statements like this from pushing the tension between the V-League organizers and the clubs too far.
As said, football is always moving, but what is not reasonable in the current season needs to be adjusted, at the same time the tournament has planned to adjust the match schedule for the new season, in accordance with the general movement of FIFA Days.
No one can do everything well at once, difficulties are common difficulties, not just for any team, and VFF or VPF do not put all the difficulties on HAGL team of coach Vu Tien Thanh. One more thing, the competition plan was made before the current season started. VPF asked for the opinions of the teams before asking for the opinion of the VFF Executive Committee.
