Detailed regulations on conditions for promotion to professional titles of reporter grade I, II

Standards and conditions for promotion to Grade I reporter

According to the Circular, the standards and conditions for promotion to the professional title of Grade I reporter, Code: V.11.02.04 are as follows:

a- Currently holding the professional title of reporter grade II, Code: V.11.02.05.

b- Have held the professional title of Grade II reporter (or equivalent) for at least 06 years. In case of having a period equivalent to the professional title of Grade II reporter, must have held the professional title of Grade II reporter for at least 01 year (12 months) by the deadline for submitting the application for promotion (if the period of holding the professional title of Grade II reporter is not continuous, it can be accumulated).

To be considered for promotion to grade I or II reporter, one must meet the prescribed standards and conditions.

c- During the time holding the professional title of a grade II reporter (or equivalent), he/she has presided over or participated in the implementation of at least 02 works that have won awards at the ministerial, department, branch, provincial level or awards organized by the Party agency at the central level, the socio-political organization at the central level, the Vietnam Journalists Association; or presided over at least 02 specialized scientific research topics and programs at the ministerial, provincial level or higher that the agency, unit managing and employing civil servants is assigned to preside over research and development that have been issued or accepted by competent authorities.

d- During the time holding the professional title of Grade II reporter (or equivalent), being awarded a certificate of merit or achieving the title of emulation fighter at the ministerial, department, branch, provincial level or higher due to achievements in professional activities.

Standards and conditions for promotion to the professional title of reporter grade II, Code: V.11.02.05

a- Currently holding the professional title of Grade III reporter, Code: V.11.02.06.

b- Have held the professional title of Grade III reporter (or equivalent) for at least 09 years (excluding internship and probationary period). In case of having a period equivalent to the professional title of Grade III reporter, must have held the professional title of Grade III reporter for at least 01 year (12 months) by the deadline for submitting the application for promotion (if the period of holding the professional title of Grade III reporter is not continuous, it can be accumulated).

c- During the time holding the professional title of Grade III reporter (or equivalent), he/she has presided over or participated in the implementation of at least 01 work that won an award at the ministerial, department, branch, provincial level or an award organized by a Central Party agency, a Central socio-political organization, or the Vietnam Journalists Association; or participated in writing a topic in at least 01 topic or specialized scientific research program at the grassroots level or higher that the agency or unit managing and employing civil servants is assigned to preside over research and development that has been issued or accepted by a competent authority.

d- During the time holding the professional title of Grade III reporter (or equivalent), being awarded a certificate of merit or achieving the title of emulation fighter at the ministerial, department, branch, provincial level or achieving the title of grassroots emulation fighter twice or higher due to achievements in professional activities.

The Circular takes effect from November 7, 2024.
