Prime Minister Pham Minh Chinh - Head of the Steering Committee for the implementation of Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city has just signed Decision 14/QD-BCDDNQ136 promulgating the Regulations on organization, operation, and list of members of this Steering Committee.
Steering Committee Members
Accordingly, the Head of the Steering Committee is Prime Minister Pham Minh Chinh.
Deputy Heads of the Steering Committee include: Minister of Planning and Investment Nguyen Chi Dung (Standing Member); Secretary of the Da Nang City Party Committee Nguyen Van Quang.
Members of the Steering Committee include: Chairman of the People's Committee of Da Nang City Le Trung Chinh; Chairman of the People's Council of Da Nang City Ngo Xuan Thang; Deputy Head of the Government Office (Nguyen Sy Hiep; Deputy Minister of Planning and Investment Nguyen Duc Tam; Deputy Minister of Finance Bui Van Khang; Deputy Minister of Home Affairs Truong Hai Long; Deputy Minister of Construction Nguyen Tuong Van; Deputy Minister of Industry and Trade Nguyen Hoang Long; Deputy Minister of Transport Nguyen Danh Huy; Deputy Minister of Public Security Lieutenant General Pham The Tung; Deputy Minister of Information and Communications Bui Hoang Phuong; Deputy Minister of Natural Resources and Environment Nguyen Thi Phuong Hoa; Deputy Minister of Agriculture and Rural Development Phung Duc Tien; Deputy Minister of Science and Technology Le Xuan Dinh and representatives of the Ministry of Justice.
Principles of organization and operation of the Steering Committee
The Steering Committee is tasked with researching, directing, and coordinating the resolution of important, inter-sectoral tasks in the process of organizing the implementation of Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city (Resolution No. 136/2024/QH15).
The Steering Committee operates according to the principle of democratic centralism, promoting the responsibility of the leader and promoting the collective intelligence of its members; ensuring the requirements of close coordination and unity in direction, management and information exchange to resolve work according to the functions, tasks and powers of member agencies as prescribed by law.
Members of the Steering Committee promote personal responsibility, take initiative in performing assigned tasks and powers; handle work in accordance with assigned authority and responsibility, in accordance with the order and procedures prescribed by law and the provisions of this Regulation.
Steering Committee members are responsible for fully participating in the activities of the Steering Committee; performing and being responsible to the Head of the Steering Committee for assigned tasks. The opinions of Steering Committee members are the official opinions of the agency or organization where they work.
Standing agency of the Steering Committee
The Ministry of Planning and Investment is the standing agency of the Steering Committee, responsible for assisting the Steering Committee in organizing and implementing the tasks and powers of the Steering Committee; assisting the Head of the Steering Committee in developing the Steering Committee's work plan and program; presiding over the preparation of documents for the Steering Committee's meetings and performing other tasks assigned by the Head and Deputy Head of the Steering Committee.
Working mode of the Steering Committee
The members of the Steering Committee work part-time. The Head of the Steering Committee uses the Prime Minister's seal, other members use the seal of their agency.
Members of the Steering Committee use the apparatus and facilities of their agencies and units to perform the tasks assigned by the Head of the Steering Committee or the Deputy Head of the Steering Committee (in case of authorization by the Head of the Steering Committee); coordinate with members of the Steering Committee in performing the tasks; report to the Head of the Steering Committee on the implementation results.
