On November 7, the Nicaraguan National Assembly passed a decree by President Daniel Ortega allowing troops, ships and military aircraft from Russia, the United States, Cuba, Venezuela and Mexico to enter the country in the first half of 2025.

The Europa Press newspaper reported that the decree will be effective from January 1 to June 30, 2025, but did not specify how many military personnel from the above countries will be able to enter this Central American country.
The President of the Peace, Defense, Interior and Human Rights Commission of the Nicaraguan National Assembly, Congressman Filiberto Rodríguez, stressed the need to approve the decree to improve the level, technical capacity and expertise of the Nicaraguan armed forces in general and in disaster response operations in particular.
Besides, this plan also contributes to promoting "friendly" relations with other countries.
According to the decree, the military forces of the above countries are present in Nicaragua during the stated period for the purpose of "exchanging experiences and providing humanitarian assistance for the common good and in case of emergency.
Specifically, the parties will participate in training and exchange experiences in humanitarian aid, disaster response, search and rescue in emergency or natural disaster situations, and prevention of illegal activities on maritime routes in the Caribbean Sea and waters under Nicaragua's jurisdiction in the Pacific Ocean.
In addition, the decree allows Nicaraguan military troops and transport vehicles to travel to El Salvador, Honduras, the Dominican Republic and Guatemala to carry out humanitarian operations, training and exchange experiences with military units of those countries.
