On the morning of November 29, in Hanoi, immediately after the closing of the 6th Session of the 15th National Assembly, the National Assembly Office held a press conference to announce the results of this Session.
At the press conference, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that after 22.5 working days (phase 1 from October 23 to November 10, 2023; phase 2 from November 20 to the morning of November 29, 2023), the 6th Session of the 15th National Assembly has completed the entire proposed program and held the closing session. The National Assembly has promoted the spirit of responsibility, promoted democracy, intelligence, discussed frankly, focused on solving a large and important volume of work with high consensus and unanimity. There were 1,103 National Assembly deputies speaking at 07 group discussion sessions; 1,099 registrations, 601 National Assembly deputies speaking and 121 debates at 29 discussion sessions in the hall; 457 National Assembly delegates registered, 152 delegates exercised the right to question.

The National Assembly passed 07 laws, 09 resolutions, gave third opinions on 01 draft law, gave second opinions on 01 draft law, gave first opinions on 08 other draft laws; took a vote of confidence on 44 people holding positions elected or approved by the National Assembly; conducted supreme supervision on the topic "Implementation of National Assembly Resolutions on National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period"; conducted questions and answers on the implementation of a number of resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session on thematic supervision and questioning; considered and decided on socio-economic and state budget issues; Review the report on the synthesis of voters' and people's petitions, report on the results of monitoring the settlement of voters' petitions, and a number of other important contents.
Specifically, regarding legislative work, the laws and resolutions passed by the National Assembly include: Law on Housing (amended); Law on Real Estate Business (amended); 1.3. Law on Water Resources (amended); Law on Telecommunications (amended); Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Identity Cards; Resolution of the National Assembly on the application of additional corporate income tax according to regulations against erosion of the global tax base; Resolution on piloting a number of specific policies on investment in road construction.
The draft laws that the National Assembly has commented on include: Draft Law on Land (amended); Draft Law on Credit Institutions (amended); Draft Law on Social Insurance (amended); Draft Law on Capital City (amended); Draft Law on Organization of People's Courts (amended); Draft Law on Archives (amended); Draft Law on Amending and Supplementing a Number of Articles of the Law on Property Auction; Draft Law on National Defense Industry, Security and Industrial Mobilization; Draft Law on Roads; Draft Law on Road Traffic Order and Safety.
The National Assembly considers the results of the review of legal documents according to the provisions of Resolution No. 101/2023/QH15 dated June 24, 2023.
The National Assembly also reviewed and discussed reports on: (1) Preliminary summary of the pilot implementation of the urban government model in Hanoi and the pilot arrangement of full-time delegates of the Hanoi People's Council according to Resolution No. 97/2019/QH14 and Resolution No. 160/2021/QH14; (2) Results of 3 years of implementing Resolution No. 131/2020/QH14 of the National Assembly on the organization of urban government in Ho Chi Minh City; (3) Preliminary summary of the pilot implementation of the urban government model and some specific mechanisms and policies in Da Nang city according to Resolution No. 119/2020/QH14. The National Assembly assigned the Government to continue to effectively implement Resolutions No. 97/2019/QH14, No. 119/2020/QH14, No. 131/2020/QH14 and No. 160/2021/QH14 of the National Assembly on organizing urban government models in Hanoi, Ho Chi Minh City and Da Nang; study and submit to the National Assembly for consideration amendments and supplements to Resolution No. 119/2020/QH14 on piloting the organization of urban government models and a number of specific mechanisms and policies for the development of Da Nang city.
Comrade Bui Van Cuong emphasized: With the results of the legislative work at the 6th Session, the National Assembly, the National Assembly agencies, and relevant agencies have completed 114/137 legislative research tasks of the entire term, reaching 83.2%. The National Assembly requested the Government, the Prime Minister, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, ministries, branches, central agencies, and local authorities to continue to tighten discipline and order, promote the responsibility of leaders, focus on investing resources in building and synchronously perfecting development institutions, ensuring the progress and quality of construction of assigned projects according to the Law and Ordinance Building Program; promptly and effectively implement laws and resolutions passed by the National Assembly, promulgate synchronously and on time detailed documents for law implementation; have effective solutions to overcome the situation of evasion and lack of responsibility among a number of cadres, civil servants, and public employees; Detect, promptly prevent and strictly handle acts of corruption, negativity, "group interests", "local interests" in the work of building and organizing law enforcement. Urgently study and propose amendments to the Law on Promulgation of Legal Documents; perfect criteria, processes and procedures for reviewing legal documents for unified and effective implementation; promptly detect and handle provisions with contradictions, overlaps, loopholes and inadequacies, remove difficulties and obstacles, unleash all potentials and resources, create new momentum for the rapid and sustainable development of the country.
At this session, the National Assembly also decided on important issues such as: The National Assembly voted to pass resolutions on the 2024 socio-economic development plan; the 2024 state budget estimate; and the 2024 central budget allocation. The National Assembly reviewed and passed the Resolution of the 6th session of the 15th National Assembly with many important contents.
Regarding supreme supervision, the National Assembly conducted a vote of confidence for 44 people holding positions elected or approved by the National Assembly. The vote of confidence was carefully and thoroughly prepared and strictly implemented in accordance with the procedures and regulations of the Party and the laws of the State, ensuring democracy, transparency, impartiality and objectivity.
During 2.5 days, the National Assembly conducted questions and answers on the implementation of resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session on thematic supervision and questions.
Through the questioning session, it was shown that the National Assembly's resolutions have been seriously and responsibly implemented by the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, ministries and branches with many synchronous solutions, creating positive changes and achieving specific results in most areas, contributing significantly to the successful implementation of the tasks, goals and targets for annual socio-economic development according to the National Assembly's resolutions. In addition to the achieved results, the implementation of some resolutions and tasks is still slow, some contents and targets in the resolutions have not been completed, have not met requirements, have been slow to change or still have difficulties and obstacles, which need to be overcome, removed and resolved in the coming time.
The National Assembly passed a Resolution to continue implementing the resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session on thematic supervision and questioning, requesting the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit to continue organizing the implementation and reporting to the National Assembly at the sessions; the National Assembly and the National Assembly's agencies monitor and supervise the implementation.
Based on the results of thematic supervision, the National Assembly issued a Resolution on thematic supervision "Implementation of the National Assembly's resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period".

Regarding the Report synthesizing opinions and recommendations of voters and people sent to the 6th Session of the 15th National Assembly; Report on the results of monitoring the settlement of voters' recommendations sent to the 5th Session of the 15th National Assembly. The National Assembly believes that the opinions and recommendations of voters and people nationwide have been promptly and fully synthesized by the Presidium of the Central Committee of the Vietnam Fatherland Front and sent to the National Assembly.
The National Assembly discussed the results of the supervision of the settlement of voters' petitions sent to the 5th Session of the 15th National Assembly. Based on the results of the supervision, the National Assembly requested that the agencies of the National Assembly continue to further enhance the quality of supervision of the promulgation of legal documents; National Assembly delegations improve the quality of synthesizing, classifying and handling voters' petitions; ensure the correct handling authority of central agencies; send reports summarizing voters' petitions within the time limit prescribed by law; the Government directs ministries and branches to resolve the shortcomings and limitations as stated in the report; review and thoroughly resolve petitions that are in the process of being resolved, ensuring quality resolution and following the roadmap reported to voters.
In addition, the National Assembly reviewed mid-term assessment reports on the results of the implementation of the 5-year plans for the 2021-2025 period on socio-economic development, economic restructuring, medium-term public investment, national finance and borrowing and public debt repayment; results of citizen reception, handling of petitions, complaints and denunciations of citizens in 2023.
