National Assembly finalizes the number of vice chairmen of district and ward People's Committees in Hai Phong City

In Hai Phong City, the People's Committee of a grade I district has no more than 3 vice chairmen, a grade II and grade III district has no more than 2 vice chairmen. The People's Committee of a grade I and grade II ward has no more than 2 vice chairmen, a grade III ward has 1 vice chairman.

On the morning of November 30, the National Assembly voted to pass the Resolution on organizing urban government in Hai Phong City with 454/459 delegates participating in the vote in favor (accounting for 94.78% of the total number of delegates).

The Resolution stipulates that in Hai Phong City, the People's Committee of a grade I district has no more than 3 vice chairmen, and a grade II or III district has no more than 2 vice chairmen.

The Chairman of the District People's Committee appoints, dismisses, transfers, rotates, secondes, rewards, disciplines, and temporarily suspends the work of the Chairman and Vice Chairman of the People's Committee of the affiliated ward and the head and deputy head of the specialized agency under the District People's Committee; recruits, uses, and manages civil servants and public employees under his/her management according to the provisions of law; signs documents of the District People's Committee.

The People's Committee of type I and type II wards has no more than 2 vice chairmen, type III wards has 1 vice chairman.

Local government in Hai Phong City, Thuy Nguyen City, districts, communes and towns in the city is the local government level including People's Council and People's Committee.

The local government in districts is the District People's Committee. The local government in wards is the Ward People's Committee. That means there will be no People's Councils in districts and wards.

Presenting the report on reception and explanation, Chairman of the Law Committee Hoang Thanh Tung said that through discussion, the opinions of National Assembly delegates all agreed with the necessity of promulgating and the basic contents of the draft Resolution on the organization of urban government in Hai Phong City.

Some opinions suggest studying and proposing amendments and supplements to the Law on Organization of Local Government or promulgating the Law on Organization of Urban Government to create a complete and synchronous legal basis for organizing a unified urban government model nationwide.

Regarding the above opinion, the National Assembly Standing Committee said that currently, Government agencies are urgently completing the dossier proposing amendments and supplements to the Law on Organization of Local Government to report to the Government to submit to the National Assembly, the National Assembly Standing Committee to include in the law and ordinance making program and is expected to submit this draft law to the National Assembly for consideration before 2026.

Regarding the tasks, powers and organizational structure of the People's Council and People's Committee of Thuy Nguyen City, the resolution has been revised to basically comply with the general provisions of the Law on Organization of Local Government.

In addition, the National Assembly clearly stipulates in the Resolution of the People's Council of Thuy Nguyen City that two committees be established: the Legal - Urban Committee and the Economic - Social Committee, and at the same time specifically defines the areas of responsibility of the above committees.

In response to the opinions of National Assembly deputies, the National Assembly Standing Committee proposed that this resolution take effect from January 1, 2025 so that localities have enough time to prepare necessary work for the implementation of the Resolution and the organization of Party Congresses at all levels of the city.

The organization of urban government in Hai Phong City according to the model prescribed in this resolution will be officially implemented from July 1, 2026 to correspond to the 2026-2031 term of the People's Council and People's Committee at all levels as in other localities.
