The Law on Fire Prevention, Fire Fighting and Rescue, recently passed by the National Assembly, stipulates that when designing new or converting motor vehicles, there must be appropriate fire prevention and fighting solutions and designs.
Many fire prevention regulations for houses combined with business
This morning (November 29), with the majority of delegates in favor, the National Assembly passed the Law on Fire Prevention, Fighting (PCCC) and Rescue (CNCH).
Presenting the Summary Report on the explanation, acceptance and revision of the draft Law on Fire Prevention and Fighting and Rescue, Chairman of the National Defense and Security Committee Le Tan Toi said that there was a proposal to add a provision on fire prevention for houses after converting their functions to houses used for business purposes such as karaoke, bars and dance clubs.

The National Assembly Standing Committee believes that for houses that want to change their functions such as karaoke business, bars, and dance clubs, they must follow the procedures for changing functions and renovating houses according to the provisions of the law on construction.
"In case a house is converted into a facility (subject to fire prevention and fighting management), it is necessary to ensure fire safety conditions for the facility as prescribed in Article 23 of the draft Law.
On the other hand, Clause 8, Article 14 of the draft Law stipulates the prohibition of converting or adding functions to construction works and construction items that do not ensure fire safety. Therefore, the National Assembly Standing Committee proposes that the National Assembly not add this provision to the draft Law," said Mr. Toi.
The law stipulates that houses combined with production and business must have prohibition signs, warning signs, and directional signs as prescribed; areas producing and trading goods at risk of fire and explosion must have solutions to separate or prevent fire from residential areas.
Housing combined with production and trading of goods with fire and explosion hazards must ensure fire prevention safety conditions such as: No sleeping areas in the production and trading area; Fire alarms, ventilation solutions, and equipment to detect leaks of dangerous flammable and explosive gases suitable to the function and characteristics of the housing combined with production and trading of goods with fire and explosion hazards.
The production and trading areas of flammable and explosive goods must be fire-proofed from the escape routes of the residential area.
For housing, electrical equipment must be installed and used to ensure fire safety conditions as prescribed in Point 1; cooking stoves, places of worship, and places for burning votive paper must be arranged to ensure safety; flammable or explosive objects and substances must not be placed near fire or heat sources.
Have fire prevention and fighting equipment suitable to the actual capacity and conditions to be ready to fight fires and escape; arrange and maintain escape routes, emergency exits or paths to ensure escape.
For houses in centrally-run cities in areas that do not ensure traffic infrastructure or water sources for fire fighting according to the provisions of law and technical standards in fire prevention and fighting activities, they must be equipped with fire extinguishers, fire alarm transmission equipment connected to the Fire Prevention and Fighting and Rescue Database system and fire alarm transmission according to the roadmap prescribed by the Government.
For houses in other areas, it is recommended to equip fire alarm transmission equipment, connect to the Fire Prevention and Fighting Database, Search and Rescue and fire alarm transmission system. The People's Committee of the centrally-run city determines the area that does not ensure traffic infrastructure or water source for fire fighting.

The Law also stipulates that road motor vehicles transporting passengers and goods with fire and explosion hazards must ensure the following fire prevention and safety conditions when participating in traffic:
There are prohibition signs, warning signs, and directional signs according to regulations; When manufacturing, assembling, building new vehicles, or converting vehicles, there must be fire prevention and fighting solutions and designs that are suitable to the nature and characteristics of the vehicles and ensure the following requirements: Fire prevention and fighting solutions; fire prevention and fighting solutions for energy supply systems, fuel, and engines; systems and equipment to detect leaks of dangerous gases and liquids that are flammable or explosive; fire prevention and fighting vehicles and systems.
Railway vehicles, inland waterway vehicles, seagoing vessels transporting passengers and goods dangerous to fire and explosion must ensure the following fire prevention safety conditions: Fire prevention safety conditions according to the provisions of the law on railways, the law on inland waterway traffic, and the law on maritime.
Vehicles subject to fire prevention and fighting design appraisal must have a fire prevention and fighting design appraisal document, a document approving the fire prevention and fighting acceptance results from a specialized management agency; and have a fire prevention and fighting and rescue plan.
Vehicles manufactured, assembled, newly built, or converted subject to fire prevention and fighting design appraisal shall only be granted a Certificate of technical safety and environmental protection when there is a document approving the results of fire prevention and fighting acceptance according to regulations.
Waterway vehicles of international organizations, foreign organizations and individuals when participating in inland waterway activities in Vietnam must meet fire safety conditions according to the provisions of Vietnamese law.
Owners, captains, ship captains, and vehicle operators within their management scope are responsible for ensuring fire safety during vehicle operation.
