National Assembly approves investment of more than 25,000 billion to build Gia Nghia expressway

On the morning of June 28, with 464/469 delegates participating in the vote in favor (accounting for 95.47%), the National Assembly passed the Resolution of the National Assembly on the investment policy of the North-South Expressway Construction Investment Project, Western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc).

The National Assembly passed a Resolution of the National Assembly on the investment policy for the construction project of the North-South Expressway, western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc).

Regarding the goal, the Resolution clearly states that the key expressway connecting the Central Highlands with the Southeast region, connecting Binh Phuoc, Dak Nong provinces and other localities in the region with Ho Chi Minh City, creating new space and development momentum for the Central Highlands and the Southeast region. The project invests about 128.8 km, divided into 5 component projects.

Component project 1 is invested under the public-private partnership method, Build-Operate-Transfer (BOT) contract type, and is subject to investment guarantee mechanisms and revenue reduction sharing mechanisms according to the provisions of law on investment under the public-private partnership method.

The project applies advanced and modern technologies, ensuring safety, synchronization, quality and efficiency. Encourage the application of high technology in construction organization, adapting to climate change. Implement non-stop automatic toll collection in exploitation and operation.

Preliminary land use demand of the project is about 1,111 ha, including: rice land about 12 ha; other agricultural land about 1,041 ha; residential land about 12 ha; production forest land about 46 ha. Clearance of the entire route at once according to the planning scale.

The total preliminary investment of the project is 25,540 billion VND , including: Central budget capital is 10,536.5 billion VND; local budget capital is 2,233.5 billion VND; capital arranged by investors is 12,770 billion VND.

Regarding implementation progress, the project will be implemented from 2024, basically completed in 2026, and put into operation in 2027.

The Government is responsible to the National Assembly for implementing, managing, exploiting and operating the Project in accordance with this Resolution and relevant legal provisions;

Urge and inspect localities assigned as the managing agency or competent agency and be responsible for the progress and quality of the Project; manage and use capital and resources and implement specific mechanisms to save, be effective, and prevent corruption and negativity; direct localities to ensure capital sources for project implementation;

Before pressing the approval button, Chairman of the Economic Committee Vu Hong Thanh presented a report on the acceptance, revision and explanation of the investment policy for the North-South Expressway Construction Investment Project, Western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc).

Regarding the scale of investment and investment method, Chairman of the Economic Committee Vu Hong Thanh said that some opinions said that investing in a 2-lane scale for the 2 km section connecting Gia Nghia - Chon Thanh expressway to Ho Chi Minh road, Chon Thanh - Duc Hoa section, would create a bottleneck in traffic, causing congestion and traffic safety. Therefore, it is proposed to consider investing in the connecting section with a scale of 4 lanes.

In response to the opinions of the National Assembly Deputies, the Government has adjusted the draft Resolution in the direction of synchronous investment in the entire project on a scale of 4 complete lanes and using the project's contingency costs to ensure that the total initial investment of the project is not increased.

Regarding the project's completion progress and quality, taking into account the opinions of National Assembly deputies, the Government has proposed adjusting the project's implementation progress from 2024, basically completing it in 2026, and putting it into operation in 2027 to ensure the project's feasibility .
