Quang Ninh determined to exceed the 12% growth target set in 2025

On December 30, the Standing Committee of the Provincial Party Committee held a meeting to listen to and give opinions on the economic growth scenario plan (GRDP) in 2025 of Quang Ninh province and many other important contents. To achieve the target of GRDP growth rate in 2025 reaching over 12% according to Resolution No. 31-NQ/TU dated December 2, 2024 of the Provincial Party Committee, Resolution No. 237/NQ-HDND dated December 6, 2024 of the Provincial People's Council on socio-economic development tasks in 2025; on the basis of assessing growth factors and forecasting the situation, the Party Committee of the Provincial People's Committee has built growth targets for each quarter, 6 months, 9 months and the whole year.

In particular, strive for the whole year's GRDP growth rate to increase by 12.05%; in which the added value of the agricultural, forestry and fishery sector increases by 3%; the industrial - construction sector increases by 12.36%; the service sector increases by 14.12%; product tax increases by 7.56%. State budget revenue strives to reach 57,330 billion VND. Total tourists are estimated to reach 20 million; total revenue from tourists is estimated to reach 55,000 billion VND. Export turnover reaches 3,980 million USD. Total social investment capital increases by 10%. Total retail sales of goods and consumer service revenue increases by 14.6%...

To implement the proposed scenario, a number of solutions have been identified as focusing on promoting the attraction of new-generation foreign direct investment capital into industrial parks and economic zones; supporting and removing difficulties for businesses and investors regarding administrative procedures, planning, land, site clearance, filling materials, etc. so that projects can soon come into operation; continuing to innovate and improve the quality and competitiveness of existing tourism products and services and continuing to exploit new tourism products to increase spending, revenue and tourism economic efficiency; focusing on developing marine aquaculture, contributing to increasing the value of the fisheries industry.

To achieve this goal, the content of the Official Dispatch also requires large cities and localities that are locomotives and growth poles to strive for higher growth rates to contribute to overall growth. Implementing the Government's direction, Quang Ninh, as one of the growth poles, also needs to have solutions to strive for the highest growth rate.

Regarding some specific solutions, the Provincial Party Secretary requested to focus on completely removing difficulties and obstacles for public investment projects and non-budget investment projects that have a direct impact on growth in 2025. Especially for obstacles under the province's jurisdiction. At the same time, highly focus on site clearance for industrial parks to attract new investment projects. Regarding this content, the Provincial Party Secretary noted that in order to serve the green transformation roadmap, it is necessary to promote the progress of renewable energy projects. In the immediate future, there should be a mechanism to encourage investment projects in industrial parks to build rooftop solar power systems during the process of investing in factory construction.

In the field of tourism services, along with increasing the number of visitors, there must be solutions to increase the spending of tourists when coming to Quang Ninh; at the same time, promote import and export activities through the implementation of a number of dynamic projects. In the field of agriculture, continue to pay attention to speeding up the progress of key high-tech agricultural projects; complete the sea transfer so that farming households have conditions to reproduce associated with converting farming technology towards high technology; complete the replanting of the entire forest area affected by storm No. 3, striving for the first quarter of 2025.
