On July 22, the leader of the Quang Ninh Inland Waterways Port Authority said that to ensure the safety of ships operating in the Quang Ninh sea area when storm No. 2 is getting stronger, the Department of Agriculture and Rural Development requested the Department of Transport, the Quang Ninh Maritime Port Authority, the Quang Ninh Inland Waterways Port Authority, and the People's Committees of coastal localities to temporarily stop granting licenses for watercraft to go to sea.

This includes temporarily suspending the issuance of licenses for sea tourism vehicles and overnight stays at sea tourism destinations. The suspension begins at 12:00 noon today, while ships returning from island routes to the mainland for shelter will end this suspension before 4:00 p.m. the same day.

According to information from the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. this morning, the center of storm No. 2 was located at about 19.3 degrees North latitude; 109.8 degrees East longitude, on Hainan Island (China). The strongest wind near the center of the storm was level 9 (75 - 88 km/h), gusting to level 11, moving northwest at a speed of about 15 km/h.

It is forecasted that by this afternoon, storm No. 2 will enter the Gulf of Tonkin and affect the weather in Quang Ninh and Hai Phong provinces.
