Quang Nam ensures traffic safety from road infrastructure

All kinds of violations

Through Duy Xuyen district, many sections of soft guardrails along National Highway 14H have disappeared. Reflective markers attached to hard guardrails along National Highway 14B, through Dai Loc and Nam Giang, have been removed.

On the expanded National Highway 1, the light shield on the median strip has been removed in some places... These violations not only cause loss of State assets but also affect the safety of people and vehicles participating in traffic.

“The missing reflectors make it difficult for drivers to determine safe directions, especially in rainy or foggy conditions, on curved roads when the traffic volume of trucks and containers on National Highway 14B is increasing rapidly,” warned Mr. Tran Ngoc Thanh, Deputy Director of the Department of Transport.

A representative of Road Management Area III (Vietnam Road Administration) once reported that some projects invested by local authorities connect to national highways or construct works within road safety corridors.

However, the investor did not carry out the procedures for requesting a license as prescribed, so it was difficult to handle violations. For example, the road to the cemetery at km1333+800, Ho Chi Minh road through Ca Dy commune (Nam Giang); connecting at km65+570 on National Highway 14G (Dong Giang).

Currently, acacia logging is not managed by local authorities. People arbitrarily open connecting roads from the national highway to acacia plantations for logging, causing damage to road works.

General Director of Quang Nam Transport Construction Joint Stock Company - Mr. Nguyen Tuan Anh acknowledged that opening a road to exploit acacia wood will create an "artificial stream". During the rainy and stormy season, water will flow down, causing landslides, damaging the positive slope, overflowing onto the road, causing traffic safety problems.

In reality, violations of road safety corridors, especially on national highways and provincial roads, have damaged road structures, leading to the risk of traffic accidents and creating more "black spots".

The main violations are building tents, fences, and gates; consolidating existing residential roads; leveling and encroaching on road corridors; illegally assembling materials, etc.

In particular, overloaded trucks cause bridges and roads to quickly deteriorate, reduce their lifespan, cause traffic safety problems, and threaten the lives of road users.

Need for drastic action

For over a week, the interdisciplinary team to control vehicle weight in the province in 2024 has been on duty at km0+400 of National Highway 14D (Nam Giang). The team includes the Department of Transport Inspectorate and the Provincial Police Traffic Police Department.

Director of the Department of Transport - Mr. Van Anh Tuan said that the signing and implementation of the inter-sectoral coordination plan aims to promptly and fully implement the direction of competent authorities on strengthening vehicle load control, ensuring traffic safety and order and contributing to protecting road infrastructure.

Improve the effectiveness and efficiency of state management in ensuring road traffic safety and order; raise awareness of self-compliance with legal regulations of drivers, vehicle owners, people loading goods onto vehicles and automobile transport businesses.

In reality, the traffic on National Highway 14D is crowded, mostly trucks carrying ore (vehicles with over 5 axles, total weight of about 48 tons) from Laos to Vietnam through Nam Giang International Border Gate with about 250 vehicles/day.

An inspector said that there are 11 transport businesses transporting ore through Highway 14D, going to Chu Lai, Da Nang, Chan May ports (Thua Thien Hue). When weighing, most vehicles did not exceed the permitted load.

Therefore, an expert shared that the reason why Highway 14D has deteriorated so badly is because it has been in use for too long, plus the sudden increase in heavy truck traffic has caused the road to deteriorate even faster.

Mr. Truong Van Son - Chief Inspector of the Department of Transport said that the interdisciplinary force arranges 10 days/month to coordinate in controlling vehicle load; each day is divided into 3 shifts to control 24/7.

In addition to Highway 14D, the team will deploy operations on routes with high freight traffic, such as Highway 14B (Dai Loc - Nam Giang), Highway 14E (Thang Binh - Phuoc Son), and Highway 40B (Tam Ky - Nam Tra My).

To strengthen control of vehicle load, provincial and district authorities can use portable scales to weigh vehicles showing signs of violations and strictly handle them according to regulations when patrolling and controlling.

The inspection force will advise the Department of Transport to urge the People's Committees at the commune and district levels to strengthen inspection, detection and handling of violations according to the Regulations on coordination in handling violations in the management and protection of road traffic infrastructure in Quang Nam province issued in Decision No. 2117 dated October 5, 2023 of the Provincial People's Committee.
