According to the Quang Binh Provincial Tax Department, the reason the Provincial Tax Department made public the list of tax debtors was because the individuals violated the provisions of Point a, Clause 1, Article 100 of the Tax Administration Law No. 38/2019/QH14 dated June 13, 2019 and Point g, Clause 1, Article 29 of Decree 126/2020/ND-CP dated October 19, 2020 of the Government.

Mr. Ngo Van Thuan, Deputy Director of Quang Binh Tax Department, said that to handle and recover tax arrears, the unit has implemented many measures, in which the units on this list have been forced to enforce invoices by the Tax Department for a period of 1 year. After 1 year, if tax payment is still not completed, the Tax Department will continue to extend the enforcement measures.

In addition, the Quang Binh Provincial Tax Department also issues monthly notices of tax debt and late payment to each enterprise and individual with tax debt; coordinates with the Provincial State Treasury to deduct at source the tax debt of capital construction units using budget capital; and collects tax arrears through tax refunds. However, the work of handling tax debt collection for enterprises that are often procrastinating and delaying tax arrears faces many difficulties.
