Thoroughly grasp and implement Directive No. 32-CT/TW of the Secretariat on combating IUU fishing

BTO- The Party Central Committee Secretariat has just held a national online conference to disseminate and implement Directive No. 32-CT/TW, dated April 10, 2024 of the Party Central Committee Secretariat on strengthening the Party's leadership and direction in combating illegal, unreported, and unregulated (IUU) fishing and developing sustainable fisheries. Comrade Truong Thi Mai - Standing member of the 13th Party Central Committee Secretariat, Head of the Central Organizing Committee chaired the conference.

At the Binh Thuan provincial bridge, there were comrades: Nguyen Hoai Anh - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Doan Anh Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Phan Van Dang - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; comrades in the Provincial Party Committee Standing Committee and leaders of relevant departments, branches and district, town and city Party Committees.

At the conference, delegates heard the main contents of Directive No. 32-CT/TW; the action program of the Government Party Committee on implementing Directive 32-CT/TW. Accordingly, Directive 32 of the Secretariat identified the fight against IUU fishing as an important, urgent task of long-term significance for the sustainable development of the fisheries sector; the responsibility of the entire political system and the whole society, first of all, Party committees, Party organizations, leaders in the sector and localities who are directly responsible for leadership and direction, creating unity, synchronization, and high determination to achieve the goal of removing the "Yellow Card" warning in 2024. Thereby, it will contribute to socio-economic development; protect sovereignty, sovereign rights over seas and islands; strengthen political and diplomatic relations, and Vietnam's position internationally.

In their speeches at the conference, leaders of ministries, branches and localities focused on analyzing the causes of limitations in IUU fishing. At the same time, they proposed solutions to effectively implement Directive No. 32 in the coming time. Deputy Prime Minister Tran Luu Quang said that in May 2024, the EC inspection team will visit Vietnam for the 5th inspection on combating IUU fishing. With the hope that Vietnam will remove the "Yellow Card" warning in this inspection, the Deputy Prime Minister requested ministries, branches and localities to strengthen propaganda work to raise awareness and responsibility of heads of relevant agencies, units and people in managing and exploiting aquatic resources at sea according to regulations. Complete the legal system to increase penalties for IUU fishing violations, especially illegal fishing in foreign waters; strictly manage the activities of fishing vessels at sea...

Speaking at the conference, comrade Truong Thi Mai affirmed that the Secretariat's issuance of Directive 32 demonstrated the Party and State's high political determination in combating IUU fishing.
This is an important, urgent task of long-term significance for the sustainable development of the fisheries sector - an important economic sector that contributes a lot to GRDP and the lives of each person. Since the EC issued a "yellow card" warning for Vietnam's exploited seafood (October 23, 2017), the entire political system has been resolutely involved in implementing the EC's recommendations. This is considered a decisive factor in the journey to remove the EC's IUU "Yellow Card". Therefore, it is recommended that ministries, branches and localities continue to promote this spirit to implement it specifically and effectively in practice. Thereby, successfully implementing the requirements and goals set out in Directive 32 of the Secretariat.

The fight against IUU fishing has many changes.

The Standing Member of the Secretariat also emphasized that this is also a solution to ensure sustainable development of the fisheries sector; ensuring livelihoods for millions of fishermen and related workers. At the same time, it contributes to enhancing the image, position and prestige of Vietnam internationally.

Particularly in Binh Thuan, the results of combating IUU fishing have changed significantly in recent times. The situation of fishing vessels and fishermen violating foreign waters has been reduced and initially prevented; 100% of the installation of voyage monitoring equipment on fishing vessels with a length of 15 m or more has been completed, thereby promoting the effectiveness of the monitoring system in controlling and preventing fishing vessels from crossing the boundaries of Vietnam's waters and violating foreign waters; and strengthening the handling of violations. After 6 years of implementing Directive 30 of the Provincial Party Standing Committee on combating IUU fishing, the synchronous participation of the political system, the consensus of the people, and the close coordination of all levels, sectors, and functional forces inside and outside the province has been mobilized.
