Attending the event were Head of the Organization Committee of the Vientiane Capital Party Committee Khamma Sengmyxay - Head of the Vientiane Capital Party Committee delegation to study in Hanoi; Deputy Head of the Organization Committee of the Hanoi Party Committee Nguyen Minh Long; Principal of Le Hong Phong Cadre Training School Pham Minh Anh; Secretary of the District Party Committee, Chairman of the People's Council of Hoan Kiem District Vu Dang Dinh and leaders of Hoan Kiem District.
Before entering the working session, the delegation of officials from the capital Vientiane (Laos) offered incense and visited the special national relic Ngoc Son Temple; then the delegation conducted a field survey at the "one-stop" department of Hoan Kiem district.
At the meeting, Vice Chairman of Hoan Kiem District People's Committee Trinh Hoang Tung shared his experience in building local urban government. Accordingly, from July 1, 2021, wards in Hoan Kiem District have been organized and operated according to the urban government model, without ward People's Councils.
After 3 years of implementation, the administrative apparatus at the ward has been streamlined but still ensures effective and efficient operation. Notably, the Chairman of the Ward People's Committee has been authorized to authorize judicial and civil status officials to sign and certify and stamp the Ward People's Committee, contributing to shortening the time to carry out some administrative procedures.
Hoan Kiem District has directed the implementation of the initiative "Administrative procedures without waiting" simultaneously in 18 wards since October 1, 2022. Up to now, more than 70% of the records processed at the "one-stop" department of the wards have been processed and returned immediately, without appointment papers. Continuously in 3 years 2021, 2022, 2023, Hoan Kiem District is one of the 3 leading units in the city's administrative reform ranking.
At the conference, members of the Vientiane and Hoan Kiem district delegations exchanged experiences in implementing the urban government model, promoting administrative reform and some difficulties in practical implementation.
Speaking at the meeting, Secretary of the District Party Committee and Chairman of the People's Council of Hoan Kiem District Vu Dang Dinh said that although Hoan Kiem District has the smallest natural area in the city, it is always one of the leading units in the city in the fields of budget collection, cultural development, health care, education, etc.
Along with the outstanding results achieved in implementing the urban government model, Hoan Kiem district also pays special attention to arranging the organizational apparatus, strengthening discipline and administrative discipline in performing tasks in accordance with the spirit of Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi city".
Hoan Kiem District has also deployed many solutions, initiatives, and applications of information technology in the management and operation of e-government development associated with the implementation of Resolution No. 18-NQ/TU dated December 30, 2022 of the Standing Committee of the Hanoi Party Committee "On digital transformation, building a smart Hanoi city by 2025, with a vision to 2030".
The district's models and initiatives are studied and learned by other districts and counties, such as: Piloting the collection of non-cash fees and charges when performing administrative procedures using "dynamic" QR codes at the "one-stop" department in the district; piloting e-commerce tax collection measures, linking electronic invoice issuance with electronic cash registers; paying for parking services without cash; establishing cashless streets...
The Secretary of the Hoan Kiem District Party Committee believes that the content shared and discussed at the meeting will contribute practical experience to the delegation of the capital Vientiane during their study in Vietnam.
With sincere gratitude for the warm sentiments of the Hanoi Party Committee and Hoan Kiem District, Comrade Khamma Sengmyxay, Standing Committee Member of the City Party Committee, Head of the Organization Committee of the Capital Vientiane affirmed that through the experiences of the units, the Vientiane delegation learned some good experiences and valuable lessons to apply in the agencies and units of Vientiane. Comrade Khamma Sengmyxay wished the friendship between the two brotherly peoples of Vietnam and Laos to be forever lasting and evergreen.
