Hai An District diversifies forms to organize cashless payments to beneficiaries of social security policies.

(Haiphong.gov.vn) - On November 25, 2022, the Prime Minister issued Directive No. 21/CT-TTg on promoting digital transformation in non-cash social security payments; The Ministry of Labor, War Invalids and Social Affairs issued Official Dispatch No. 5234 dated December 23, 2022 guiding non-cash payments; Hai Phong City issued Official Dispatch No. 499 dated March 9, 2023 on organizing non-cash payments to beneficiaries of social security policies.

In order to effectively implement the work of preventing corruption and creating conditions for the two groups of beneficiaries of social security policies to not have to receive monthly support funds in cash according to the direction of the Government and the city, the People's Committee of Hai An district has given very drastic instructions. The Chairman of the People's Committee of the district has assigned the Department of Labor, War Invalids and Social Affairs to coordinate with the wards to urgently and seriously organize the implementation and require the completion of opening personal accounts for 100% of beneficiaries of social security policies in the district by April 15, 2024 at the latest in many forms.

Dang Hai Ward, Hai An District organizes propaganda for beneficiaries of social security policies.

Establish working groups in 8/8 wards (Chairman of Ward People's Committee - Head of Group, Vice Chairman of Ward People's Committee in charge of the field - Standing Deputy Head of Group), assign tasks to the working groups to propagate and mobilize subjects to open accounts to receive subsidies through bank accounts. Organize conferences to invite aunts, uncles, brothers and sisters, people who are healthy and able to travel to the ward to receive advice and support in filling out information to open cards. For those who cannot travel, members of the working group will come to their homes to support in filling out information to open cards. The Chairman of Ward People's Committee - Head of the Working Group must be responsible to the Chairman of the District People's Committee for the results of the campaign to open accounts for subjects receiving social security policies, which is the basis for evaluating the unit's annual emulation and rewards.

Localities and relevant units coordinate with the Vietnam Joint Stock Commercial Bank for Industry and Trade - Le Chan Branch to strengthen propaganda and mobilize beneficiaries of social security policies in the district to open accounts, activate ATM cards and waive bank services for beneficiaries when receiving subsidies through accounts; coordinate with the Central Post Office to propagate and mobilize beneficiaries of social protection to open bank accounts to serve the work of receiving monthly social protection subsidies.

By July 2024, Hai An district had paid social security benefits to 3,394/3,394 subjects, reaching a rate of 100% of subjects paid through accounts out of the number of subjects under its management.
