Representative of Nam Tu Liem District People's Committee, Ms. Do Thi Thuy Ha, Vice Chairman of the district said that after reviewing, up to today (August 23), the District People's Committee received 520 applications from parents wishing to send their children to study at Tay Mo 3 Primary School. Ms. Ha said that these wishes are all very legitimate and appropriate.
“The locality’s task is to ensure the rights of students living in the area. The District People’s Committee has agreed on the immediate plan to strive to accept the wishes of all parents to send their children to public schools in Tay Mo ward,” said Ms. Ha.
However, according to her, this acceptance of the authority to receive with the local government is stuck in the mechanism because the number of students issued by the Department of Education and Training according to regulations, the enrollment time has been completed. The parents' wishes are sent after the enrollment time.
“We need to propose and ask for the Department of Education and Training’s opinion to add quotas and need time to review the school’s facilities. The facilities and teachers must be of good quality. The District People’s Committee will try to review and analyze each case through the petition, thereby assessing the area of each residential group, and at the same time have time to ask for the Department’s opinion,” she said.
According to Ms. Ha, the District People's Committee will only respond to the results of the acceptance on August 27, but in the spirit of "guaranteeing acceptance". The District will create conditions for all students of Ly Nam De Primary School residing in the area according to the zoning to transfer to Tay Mo 3 Primary School if they wish. However, this plan is still waiting for approval. In cases where they wish to stay at Ly Nam De Primary School to continue studying, the District will also agree.
Many parents were upset because they felt the answer from the Vice Chairman of the District People's Committee was not satisfactory. "From August 27 to September 5, parents cannot have enough time and arrange their work to go and collect documents and transfer their children to the new school. So where will our children go to school? Parents have been losing sleep since July to ask for a place for their children. When we went to Tay Mo 1 Primary School, the principal told us to wait for Tay Mo 3 Primary School. When Tay Mo 3 School was established, on August 20, parents were surprised to receive news that the school did not have the function of recruiting students. Currently, we do not have the patience to wait until August 27."
However, Ms. Do Thi Thuy Ha said that this issue is not under the district's jurisdiction. "We still have to ask for the opinion of the Department of Education and Training to be able to give a satisfactory answer. On August 27, we will have an information channel through the local government and residential groups to notify each parent of the results," Ms. Ha said.
Previously, according to the report of the People's Committee of Nam Tu Liem District, Tay Mo Ward has a rapid urbanization rate, with a population of about 70,000 people, mainly residents of Vinhomes Smart City Urban Area. However, the whole ward only has two public primary schools, Tay Mo and Ly Nam De.
To reduce the load on Tay Mo Primary School, Nam Tu Liem District has developed a project to split Tay Mo Primary School into two schools: Tay Mo Primary School and Tay Mo 3 Primary School. Tay Mo 3 Primary School is a public school built with public investment from Nam Tu Liem District.
At the time of enrollment according to the city's general schedule, Tay Mo 3 Primary School had not yet completed its school apparatus, so the People's Committee of Nam Tu Liem District directed Tay Mo Primary School to carry out enrollment work for Tay Mo 3 Primary School as well.
On the morning of August 21, hundreds of parents came to the gate of Tay Mo 3 Primary School to question the school about not accepting their children with permanent residence in Tay Mo (houses next to the school) even though they had submitted a registration form to transfer to this school.
Currently, these students have to "study" at Ly Nam De Primary School (address: Mieu Nha, Nam Tu Liem), 4-5km from home, causing inconvenience in traveling.
On the same day, the District People's Committee assigned relevant units to review students of Ly Nam De Primary School, whose household registration is in the enrollment area and who wish to go to Tay Mo 3 Primary School for consideration and settlement according to regulations.
