BTO-The Prime Minister has just signed Decision 861/QD-TTg approving the Project to build Phu Quy Island into a center for exploitation, fishing logistics services, combined with search and rescue at sea.

Accordingly, the goal by 2030 is to build Phu Quy Island into a center for exploitation, fisheries logistics services, combined with search and rescue at sea in the region and the whole country. Develop each field reasonably in scale, focusing on offshore seafood exploitation, preservation, preliminary processing of products and fisheries logistics services, as a center for search and rescue, handling incidents, emergencies, and rescue at sea to increase income and improve the lives of fishermen associated with ensuring national defense and security in the sea and islands of the Fatherland.
At the same time, it is necessary to provide fishing vessels with a length of over 30 m to anchor and safely take shelter from storms (of Binh Thuan province and provinces with fishing vessels operating in the fishing grounds of Binh Thuan and neighboring sea areas). Ensure the capacity of gathering, unloading, classifying, transiting and consuming services inside and outside the province through fishing ports of about 25,000 tons/year, minimizing post-exploitation product loss, meeting food hygiene and safety conditions, and increasing the value of exploited aquatic products.

In addition, it will contribute to controlling, preventing and combating illegal, unreported and unregulated fishing (IUU fishing), ending the consumption of seafood at temporary ports on the island, and ensuring the traceability of exploited seafood products.

By 2045, Phu Quy Island will become a center for exploitation, logistics services for fisheries, search and rescue at sea, developing synchronously, comprehensively, and modernly on par with logistics service centers in the region and the world, integrating and increasing the value of marine exploitation and aquaculture products, improving exploitation efficiency, ensuring safety for people and means of exploitation and transportation at sea, ensuring national defense and security of the sea and islands of the Fatherland.

Accordingly, Phu Quy Island will be built into an exploitation center. Invest in and complete the construction of a storm shelter for fishing boats on Phu Quy Island according to regulations to meet the needs of safe anchorage and storm shelter for fishing boats and fishermen in Binh Thuan province and neighboring provinces operating in the South Central Coast, Truong Sa, and DK1 fishing grounds, helping to minimize damage to people, property, and fishing equipment, contributing to protecting national sovereignty over seas and islands.

In addition, a system of accommodation will be built for fishermen when their ships anchor to avoid storms or encounter incidents at sea and are rescued and brought to the island. Build, preserve and develop a cultural, entertainment area combined with tourism services on the island including a cultural, entertainment, sports area; a community activity area; a traditional spiritual area (the festival area on the opening day of the sea, worshiping the Fisherman)... Invest in and upgrade equipment and means for rescue services according to regulations for the Search and Rescue Station on Phu Quy Island to become a regional center.

In particular, contributing to controlling fishing activities at sea, combating IUU fishing through the application of scientific, technical and digital transformation solutions such as: investing in camera surveillance systems at fishing ports, monitoring fishing vessel journeys and database systems at fishing ports...; sharing and synchronously connecting with fisheries monitoring and management systems of the province, country and related units...

The central budget is allocated according to the medium-term and annual public investment capital plan for the fields of agriculture, forestry, salt industry, irrigation and fishery to invest in and support investment in essential infrastructure items of fishing ports and storm shelters for fishing vessels according to regulations.

Encourage and facilitate organizations and enterprises of all economic sectors to participate in investing in the development and exploitation of fishing ports and storm shelters for fishing vessels. Mobilize preferential loans, ODA capital from donors and socialized capital according to regulations to invest in the construction, upgrading and expansion of fishing ports to ensure environmental protection requirements, food safety and hygiene, and invest in storm shelters to prevent and mitigate natural disaster risks, respond to climate change, etc.

The Ministry of Agriculture and Rural Development, the Ministry of National Defense and the People's Committee of Binh Thuan province are responsible for reviewing the approval and implementation of the above priority projects in accordance with the law, ensuring efficiency and feasibility, avoiding loss, corruption and waste. Relevant ministries and branches, according to their functions, tasks and powers, are responsible for coordinating the allocation of resources, proposing mechanisms and policies to implement the objectives of the Project in a feasible and effective manner, ensuring consistency, synchronization and compliance with the law.
