According to the Department of Labor, Invalids and Social Affairs of Phu Loc district (Thua Thien Hue province), in the past time, the locality has always thoroughly grasped the guiding viewpoint for sustainable poverty reduction in the period of 2021 - 2025: "Clearly identify the causes of poverty and have a poverty reduction plan according to specific addresses for each poor household". The district has well and effectively organized projects and sub-projects under the National Target Program on Sustainable Poverty Reduction; always innovate poverty reduction support methods towards efficiency, long-term and sustainability. Phu Loc pays great attention to supporting livelihood models suitable to the production level of the people, thereby replicating and helping people escape poverty.
In recent times, this locality has also focused on promoting job creation, sending workers to work abroad under labor contracts, especially workers from poor and near-poor households, living in difficult areas, coastal areas, and beaches. This is the locality with the second highest number of workers working abroad in Thua Thien Hue province. In 2022, the entire Phu Loc district sent 204 workers to work abroad, reaching 114.6% of the assigned plan. As of September 2023, Phu Loc has organized 6 conferences on career and employment counseling and orientation and sending workers to work abroad under contracts with the participation of nearly 900 delegates.
The case of Mr. Nguyen Quang Phu, a poor family in Loc Bon commune is a typical example. Before that, when he heard about the program to send workers to work abroad, he actively registered to participate. After 5 years working in Korea as a construction worker, he saved up capital, renovated his house and opened a carpentry business to bring in a good income.
In fact, sending workers to work abroad for a limited period under contract has brought about clear results such as increasing income and improving the lives of workers, with each worker earning a stable income of over 20-30 million VND/person/month. With the accumulated money, many families with workers working abroad have escaped poverty and built decent houses. After returning home, workers are able to invest in production, business, develop production, stabilize the economy, create many new jobs, and contribute to solving employment for many other workers.
Phu Loc district increases sending workers to work abroad under contracts to contribute to sustainable poverty reduction.
In particular, the Steering Committee for Sustainable Poverty Reduction in Phu Loc district regularly directs the effective implementation of preferential credit sources for the poor. Thereby, preferential credit programs from the social policy bank help poor households, near-poor households, and newly escaped-poverty households access capital to develop production, expand business, create jobs and stable income. In addition, other loan policies, such as: job creation loans; loan programs for sending workers to work abroad under contracts; social housing loans, etc. also contribute to job creation, effective implementation of social security policies and sustainable poverty reduction.
Phu Loc district pays great attention to supporting the elimination of temporary houses for poor and near-poor households in the area. In recent years, from the State's budget support, mobilized resources from sectors, organizations, mass fronts as well as contributions and support from the community, Phu Loc district has helped eliminate temporary houses for hundreds of poor households, helping people have a stable place to live and have conditions to improve their lives. In 2022 and 2023, Phu Loc mobilized the construction of 67 houses for poor households with a budget of 4.6 billion VND; repaired 16 houses with a budget of 240 million VND.
In addition, the Standing Committee of Phu Loc District Party Committee and the Steering Committee for Sustainable Poverty Reduction in the district also directed localities to launch the movements "Clans, villages, hamlets, and residential groups without poor households", "Cadres, civil servants, and public employees save at least one thousand dong a day" to help poor households in difficult circumstances to escape poverty. The movements were actively deployed and responded to by all levels, sectors, localities, and people, thereby effectively contributing to sustainable poverty reduction. Many localities in Phu Loc also did a good job of propagating and mobilizing people, limiting the mentality of waiting and relying on others, encouraging the poor and near-poor to strive to escape poverty sustainably.
Along with that is the cooperation and participation with very practical support activities and models from mass organizations. Typically, Phu Loc District Youth Union has implemented very well the models: "The Union's foster children" - helping students in difficult circumstances to rise up in life, continue to study, practice and nurture their dreams. Or the "Green fishing rod" model, giving breeding animals to poor households and households in difficult circumstances. Launched since the beginning of 2023, up to now, thousands of chickens, ducks and piglets have been given to policy beneficiaries to develop their livelihoods, creating income for themselves and their families.
With the implementation of many synchronous solutions and the participation of the entire political system and the support of the community, many poor households in Phu Loc district, Thua Thien Hue province have truly escaped poverty sustainably, limiting re-poverty. The rate of poor households has continuously decreased over the years. By the end of 2022, the whole district of Phu Loc had 1,139 poor households (2.74%); 1,204 near-poor households (2.90%). According to the preliminary results of the survey of poor and near-poor households in 2023, there are 752 poor households in the district, accounting for 1.80%, exceeding the set plan; the number of near-poor households is 807, accounting for 1.93%.
