According to members of the parent forum, the petition is said to have originated from Nguyen Van Bua Secondary School (Hoc Mon District, Ho Chi Minh City). Responding to the press, Mr. Nguyen Van Hiep, Head of the Department of Education and Training of Hoc Mon District (HCMC), said that through the unit's initial verification, this petition originated from a 9th grade class of Nguyen Van Bua Secondary School. The teacher printed out this petition for students to fill out. Currently, the Department of Education and Training of Hoc Mon District requires the school to make a report, and at the same time directs the school to invite the student's parents to discuss again.

Mr. Hiep called this an unexpected incident, not a policy, and last week the Hoc Mon District Department of Education and Training held a meeting with secondary schools, giving very detailed instructions on this issue.

After receiving information about the pre-printed application form for not taking the 10th grade entrance exam, the leaders of the Ho Chi Minh City Department of Education and Training urgently directed the heads of the Department of Education and Training of Thu Duc City and districts, emphasizing the review of student streaming and counseling.

According to the leader of the Ho Chi Minh City Department of Education and Training, the ultimate goal of streaming must be based on the wishes of students. Therefore, the Ho Chi Minh City Department of Education and Training requested the Department of Education and Training to remind secondary school leaders and homeroom teachers of grade 9 to pay attention.

Previously, in December 2023, during the preliminary review of the 2023-2024 school year's examination work and orientation for 10th grade enrollment in 2024-2025, the leaders of the Ho Chi Minh City Department of Education and Training set a goal to ensure maximum benefits for students studying in public 10th grade.

Accordingly, the Department of Education and Training will coordinate with the Departments of Education and Training to review the entire consultation and guidance process of some secondary schools with a high rate of successful candidates who do not submit their applications; change and supplement the competition assessment criteria for evaluating the results of 10th grade admission. The results must be based on the number of students applying to the school that is successful to avoid the situation where some units chase after achievements and instruct students to register for schools far from home.
