Clinic forced patient to transfer 29 million VND on abortion table

Ho Chi Minh City A 37-year-old woman had an abortion at Saigon Medical Clinic. She agreed to a 2 million VND package, but during the procedure, she was required to sign a 29 million VND package before continuing, "otherwise there would be a lot of bleeding and a lot of pain."

On September 21, a representative of the Ho Chi Minh City Department of Health Inspectorate said that they had coordinated with the authorities to conduct a surprise inspection of the facility as soon as a patient's family called to complain that the clinic on Nguyen Van Cu Street, District 5, "faked her illness and extorted money". According to the patient, on the procedure table, she was only able to transfer 9 million VND, so she was held at the clinic and asked to pay the full 29 million VND.

At the time of the inspection on the evening of September 19, in addition to the woman, there were two other patients in the waiting area of ​​the facility. All three had come to terminate their pregnancies and had just undergone the procedure. However, there was no obstetrician present at the clinic at the time. The facility also failed to provide medical records and patient bills.

The patients were guided to Tu Du Hospital for examination and health monitoring.

The Health Department Inspectorate noted that the clinic had signs of detaining patients, "faking illnesses, and extorting money" as reported. This facility was fined and suspended for failing to ensure the conditions of medical personnel and patient safety after surgical intervention.

Authorities continue to work with the clinic's legal representative to clarify violations of the law for strict handling.

According to current regulations, administrative violations of this facility will be subject to a maximum fine of VND120 million and suspension of its operating rights for a period of 4 months.

Regarding criminal liability, Article 315 of the Penal Code stipulates the Crime of violating regulations on medical examination and treatment, which stipulates that those who violate regulations on medical examination and treatment, causing property damage of 100 million VND or more, can be imprisoned from 1 to 5 years.

The Department of Health recommends that when people discover medical facilities showing signs of detaining patients, "faking illnesses, extorting money" or suspecting that they are operating without a license or practicing certificate, they should call 0989.40.1155 or via the Online Health application so that the Department of Health Inspectorate can promptly grasp the information, conduct surprise inspections and take strict measures.
