On September 21, the Ho Chi Minh City Department of Health announced that it had just discovered a case of "faking illness and extorting money" at the Saigon Medical Clinic (153-155 Nguyen Van Cu, Ward 2, District 5).

Previously, the hotline of the Ho Chi Minh City Department of Health received a phone call from a relative of a patient calling for help who was being held by a private clinic to "fake illness and extort money".

People called for help, saying that a relative, a woman named HO (37 years old), was being held at the Saigon Medical Clinic. Immediately after receiving the information, the Inspectorate of the Ho Chi Minh City Department of Health coordinated with the Health Department of District 5, the Ward People's Committee, and the Police of Ward 2, District 5 to conduct a surprise inspection of the clinic.

Through inspection, the Inspector of the Ho Chi Minh City Department of Health recorded that on the first floor of the waiting area of ​​the facility, there was a patient named HO (as the people called the Inspector of the Department of Health for help) and 2 other patients (named QK and TN).

All three of these cases came to the clinic because they wanted to perform a technique to terminate their pregnancy, and all had just undergone this procedure. However, at the time of the surprise check, there was no obstetrician present at the clinic, and the clinic could not provide medical records, treatment records, or patient bills.

According to the patient, she went to this clinic for a gynecological examination. The clinic examined her and said that a fetus had been detected, then advised that the abortion cost was a 2 million VND package and that it would be painless. However, during the abortion procedure, the clinic required the patient to sign a 29 million VND package before proceeding, otherwise it would cause a lot of bleeding and be very painful, and pressured her to transfer money right on the hospital bed…

This patient was only able to transfer 9 million, so he was detained at the clinic and forced to pay the full amount. Immediately after contacting and recording the patient's cries for help, the Health Department Inspector instructed to immediately transfer the patients to Tu Du Hospital for examination and monitoring of their health status to ensure their safety.

Currently, the Department Inspectorate continues to work with the legal representative of Saigon Medical Services Company Limited, Mr. Sin Sui Sang, the person in charge of technical expertise of the company's affiliated clinic, Mr. Lieu Thanh Hoang, and the person in charge of obstetrics and gynecology, Ms. Do Thi Lam Oanh.

Through inspection, the Department of Health Inspectorate noted that the clinic had signs of detaining patients, "faking illnesses, and extorting money" as the patients had reported. The Department of Health Inspectorate has drawn up a record and temporarily suspended the medical examination and treatment activities of the facility due to failure to ensure the conditions of medical examination and treatment personnel and the safety conditions of patients after undergoing medical examination and treatment procedures; at the same time, it continues to clarify violations of the law and resolutely handle them strictly.

The Department of Health calls on people to immediately call 0989.40.1155 or via the "Online Health" app if they discover medical facilities showing signs of detaining patients, "faking illnesses, extorting money" or suspecting that they are operating without a license or practicing certificate... so that the Department of Health Inspectorate can promptly grasp the information, conduct surprise inspections and take strict measures.
