On the morning of March 18, according to the program of the 31st Session of the National Assembly Standing Committee, chaired by National Assembly Chairman Vuong Dinh Hue, the question and answer session took place at Dien Hong Hall, National Assembly House and was connected online with 62 National Assembly delegations (NADs) of provinces and centrally-run cities on a group of issues in the financial sector.
Attending the Cao Bang bridge were comrades: Tran Hong Minh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Be Minh Duc, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; representatives of the Standing Committee of the People's Council, leaders of the People's Committee, the Provincial Fatherland Front Committee and a number of related departments and branches.
Speaking at the opening of the question-and-answer session, National Assembly Chairman Vuong Dinh Hue affirmed that the selection of the group of questions for questioning at this session had been carefully considered based on the synthesis of information sources and proposals from the National Assembly delegations, and at the same time, based on the practical situation, creating conditions for all ministers to participate in answering questions. He requested that the ministers propose practical, effective and feasible solutions, ensuring timely and effective overcoming of immediate weaknesses and limitations, while creating substantial, fundamental and long-term changes for each question-and-answered content, contributing to improving the effectiveness and efficiency of the management sector's operations, meeting the requirements and expectations of voters and people nationwide.
The questioning session focused on the following groups of issues: Management and supervision of insurance business activities and service activities in the field of life insurance business; appraisal and licensing of companies providing financial services; implementation of laws on lottery, betting, casino and electronic games with prizes; customs procedures, customs inspection and supervision; prevention and combat of smuggling; illegal transportation of goods across borders; price management and price determination of goods and services in the list of goods and services priced by the State.
During the question-and-answer session, the main responsibility for answering belonged to Minister of Finance Ho Duc Phoc. Also participating in answering were Deputy Prime Minister Le Minh Khai; ministers of Planning and Investment, Industry and Trade, Public Security, National Defense; and Governor of the State Bank of Vietnam.
At the question and answer session, delegate Be Minh Duc, Deputy Head of the Provincial National Assembly Delegation, asked: Currently, at land border gates, there is an increasing demand for import and export of goods, exit of people and vehicles due to the need for economic and trade development between Vietnam and countries sharing the border and vice versa. The Minister is requested to inform the Customs agency about the functions and tasks to facilitate customs clearance of goods, promote economic and trade development in border areas, and ensure strict management and supervision, and prevent smuggling of goods across the border.
Responding to the question of delegate Be Minh Duc, Minister of Finance Ho Duc Phoc said: Customs has the main task of customs clearance, however, to manage goods through customs involves 6 ministries and branches. To clear customs from "A" to "Z" smoothly, there must be synchronization. The Ministry is developing a decree on customs clearance inspection for import and export goods with the participation of ministries and branches to implement a post-clearance inspection model similar to China. China is proposing that we build a smart border gate, currently assigned to Lang Son province to pilot.
At the end of the question-and-answer session on finance, Vice Chairman of the National Assembly Nguyen Duc Hai said that 43 delegates questioned and 4 delegates debated directly. The question-and-answer session was lively, responsible, frank and constructive. The delegates asked questions closely following the content of the question. The Minister of Finance answered clearly, explained specific issues of limitations, and proposed solutions to overcome limitations and shortcomings within his area of responsibility. At the end of the question-and-answer session, the National Assembly Standing Committee will issue a resolution to serve as a basis for implementation and supervision.
This afternoon, the questioning session continued on the field of diplomacy.
