The Government Office has just issued an official dispatch conveying the direction of Deputy Prime Minister Le Minh Khai to the Minister of Industry and Trade and the Minister of Finance on the overall report on the work of national petroleum reserves.
Accordingly, Deputy Prime Minister Le Minh Khai requested the Ministry of Finance to urgently provide comments on the content of the report and recommendations of the Ministry of Industry and Trade at the end of October, and send them to the Ministry of Industry and Trade before December 15, 2023 (and at the same time send them to the Government Office).
On that basis, the Ministry of Industry and Trade needs to study, absorb, explain, complete the report and propose to the Prime Minister before December 20.
Notably, in this document, Deputy Prime Minister Le Minh Khai requested the Ministry of Finance to seriously learn from experience in implementing the Prime Minister's instructions, ensuring quality and progress as required, and not continuing to delay in providing opinions according to assigned tasks.
Recently, the Ministry of Finance refused to take responsibility for electricity price management when giving opinions on the Draft replacing Decision 24/2017 on the mechanism for adjusting average retail electricity prices, which was drafted by the Ministry of Industry and Trade.
Citing regulations in the Law on Prices and the Law on Electricity, the Ministry of Finance said that the Ministry of Industry and Trade is responsible to the Government for implementing state management of electricity and electricity use, including electricity prices.
Accordingly, the Ministry of Industry and Trade is the agency in charge of developing the price framework, adjustment mechanism, retail electricity price list to submit to the Prime Minister as well as providing guidance on establishing the price framework for electricity generation, transmission, ancillary services, and dispatch fees...
Therefore, the Ministry of Finance proposes not to stipulate the coordination responsibility of this agency in the draft decision.
The Ministry of Finance said that it only coordinates in cases of unusual fluctuations or major impacts.
