Vice Chairman of the Provincial People's Committee concluded on the draft Resolutions on the budget sector and regulations on standards and norms for car use.

The Provincial People's Committee has just issued a Notice of Conclusion of Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee at the working session to listen to and give opinions on draft Resolutions on the budget sector and regulations on standards and norms for the use of cars for work of agencies and units.

Accordingly, on May 13, 2024, Comrade Bui Thanh An, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired a working session with relevant agencies and units to listen to and give opinions on draft Resolutions on the budget sector and regulations on standards and norms for the use of cars for work of agencies and units.

After listening to the report on the content of the draft Resolution of the Provincial People's Council and the Decision of the Provincial People's Committee, and the opinions of the members attending the meeting, the Vice Chairman of the Provincial People's Committee concluded as follows:

1. Regarding the draft Resolution on allocating local budget estimates for 2024 (phase 3):

- Pursuant to Circular No. 76/2023/TT-BTC dated December 29, 2023 of the Ministry of Finance regulating the implementation of the 2024 state budget estimate, the concluding opinion of the Provincial People's Committee leaders in Notice No. 304/TB-UBND dated April 22, 2024 of the Provincial People's Committee; The Department of Finance has compiled, developed, consulted the Department of Justice and completed the content of the draft Submission and draft Resolution in accordance with the correct procedures and regulations; basically qualified to submit to the Provincial People's Committee for approval before submitting to the Provincial People's Council for decision according to regulations.

- Assign the Department of Finance to preside over and coordinate with relevant units to review a number of expenditure contents (such as funding for the implementation of tasks: Organizing the 70th Anniversary of the Party Committee of the Bloc; tourism activities of Cua Lo in 2024 of the Provincial Radio and Television Station; environmental sanitation work of Truong Bon Relic Site; repayment of principal and interest related to foreign exchange rates); fully supplement information on the official dispatch agreeing to the policy of the Provincial People's Committee; complete the content of the draft Submission and draft Resolution accordingly; advise the Provincial People's Committee promptly, in accordance with procedures and regulations.

- Assign the Provincial People's Committee Office to review the documents agreeing on the policy to ensure it is consistent with the authority to submit to the Provincial People's Committee Chairman for approval of the policy to submit to the Provincial People's Council the spending tasks according to regulations.

2. Regarding the draft Resolution on allocating the additional central budget estimate with targets for the 4th period of 2024: Agree on the content. According to the assigned areas of responsibility of the Provincial People's Committee leaders, based on the document submitted by the Department of Finance, the Provincial People's Committee Office is assigned to review and submit to the Provincial People's Committee leader in charge of the agricultural sector for consideration and direction of implementation according to regulations.

3. Regarding the draft Decision regulating standards and norms for the use of cars for general work and specialized cars of agencies and units under the management of Nghe An province:

- Assign the Department of Finance to report and clarify the following contents:

(1) What is a car for general work; a specialized car according to the provisions of Decree No. 72/2023/ND-CP dated September 26, 2013 of the Government (referred to as Decree No. 72/2023/ND-CP).

(2) Which subjects and staff are allowed to use cars for general work, which subjects and staff are allowed to use specialized cars according to the provisions of Decree No. 72/2023/ND-CP.

(3) According to current regulations, agencies and units currently have standards and norms for how many cars to use. According to Decree No. 72/2023/ND-CP, agencies and units have standards and norms for how many cars to use, and how many cars at most?

(4) According to the plan submitted by the Department of Finance, agencies and units have standards and norms for how many cars they can use.

- Assign the Director of the Department of Finance to preside over and organize a working session with the Chief of the Provincial Party Committee Office, Chief of the Office of the National Assembly Delegation and People's Council, and Chief of the Provincial People's Committee Office to review the car usage norms of each Office, ensuring that they are consistent with the functions, tasks, and actual workload assigned to each Office.

On that basis, the Department of Finance shall preside over and coordinate with relevant units to review and finalize the content of the Submission of the Department of Finance and the draft Decision of the Provincial People's Committee accordingly; promptly advise the Provincial People's Committee and the Party Committee of the Provincial People's Committee to report and seek opinions from the Standing Committee of the Provincial Party Committee for deployment and implementation in accordance with regulations.
