Attending the conference were Ms. Vo Thi Anh Xuan, Member of the Party Central Committee, Vice President of the Socialist Republic of Vietnam, First Vice President of the Central Emulation and Reward Council; Mr. Pham Huy Giang, Head of the Central Emulation and Reward Committee.
On the Lao Cai side, the conference was attended by Mr. Vu Xuan Cuong, Standing Deputy Secretary of Lao Cai Provincial Party Committee; Mr. Trinh Xuan Truong, Chairman of Lao Cai Provincial People's Committee, Chairman of Lao Cai Provincial Emulation and Reward Council, and leaders of departments, branches and localities.
With the theme "Solidarity - Discipline - Creativity - Action - Development", 2023 The Lao Cai Provincial Emulation and Reward Council and all levels and sectors have strengthened the direction and organization of the emulation movement to carry out the tasks of socio-economic development, preserving and ensuring national defense and security in agencies, units and localities. The emulation movements launched by the Prime Minister have been led, directed and organized by Party committees and authorities at all levels in Lao Cai province with many creative ways, bringing practical results. Along with the emulation movements deployed in previous years such as: "The whole country joins hands to build new rural areas"; "For the poor - No one is left behind"; "planting trees to protect the environment"...
Regarding commendation work: in 2023, the Prime Minister and the President will commend 86 collectives and individuals with outstanding achievements in the 2022 comprehensive emulation movement and other thematic emulation movements; the proportion of direct workers commended accounts for 16.3% of the total number of individuals commended at the State level.
At the provincial level, the Chairman of Lao Cai Provincial People's Committee awarded Emulation Flags to 92 collectives; awarded the title of Excellent Labor Collective to 274 collectives; awarded the title of Provincial Emulation Fighter to 42 individuals; awarded the Badge for the Cause of Construction and Development of Lao Cai Province to ... individuals; awarded Certificates of Merit to 533 collectives and 2,263 individuals. The rate of awards to individuals not holding leadership or management positions and direct workers accounted for 69% of the total number of individuals awarded.
Speaking at the opening of the conference, Mr. Trinh Xuan Truong, Chairman of Lao Cai Provincial People's Committee, Chairman of Lao Cai Provincial Emulation and Reward Council emphasized: The achievements of Lao Cai province in the past year are the continuous efforts of all levels, sectors, localities and enterprises in the whole Lao Cai province.
Many units have had good, innovative and creative ways of doing things in specific areas such as digital transformation, information technology application, budget collection, poverty reduction, new rural construction, etc. Each emulation movement is closely linked to the socio-economic development goals of the province, implemented in a practical manner, attracting a large number of groups, individuals and the whole society to participate.
In 2024, continuing what has been achieved, Lao Cai will continue to thoroughly disseminate and propagate to cadres, party members, civil servants, public employees, officers and soldiers of the armed forces and people of all ethnic groups in the province about the Party's guidelines and policies, the State's laws, and the province's regulations on emulation and reward work, focusing on Directive No. 34-CT/TW, dated April 7, 2014 of the Politburo; well organize activities towards celebrating major holidays of the country and the province.
Promote emulation movements to promote initiatives, improve technical applications of science and technology in the field of emulation and rewards; evaluate and classify agencies and civil servants associated with emulation and rewards.
Continuously innovate and reform administrative procedures on emulation and rewards at provincial, district and commune levels.
Actively participate in the activities of the Emulation Cluster of 7 Northern mountainous border provinces according to the Central's instructions and perform well the role of the Emulation Cluster Head in 2024.
On this occasion, authorized by the President of the Socialist Republic of Vietnam, Ms. Vo Thi Anh Xuan, Member of the Party Central Committee, Vice President of the Socialist Republic of Vietnam, awarded the Third Class Independence Medal to the Lao Cai Provincial Women's Union for its outstanding achievements in contributing to the cause of national construction and defense. In addition, 5 collectives and 4 outstanding individuals of the province were awarded the First, Second and Third Class Labor Medals.
Lao Cai province has 6 collectives receiving the Government's Emulation Flag and 11 individuals receiving Certificates of Merit from the Prime Minister for outstanding achievements in the 2023 emulation movement.
The Provincial People's Committee awarded Emulation Flags to 36 collectives with outstanding achievements in the regular emulation movement in 2023; awarded Certificates of Merit to 15 individuals who achieved the title of Provincial Emulation Fighter in 2023.
Previously, Ms. Vo Thi Anh Xuan offered flowers, incense, commemorated and expressed her deep gratitude to President Ho Chi Minh at the President Ho Chi Minh Memorial House in Lao Cai. She visited and presented gifts to cadres, soldiers and people in Muong Khuong district, Lao Cai province.
