Provincial People's Council Standing Committee meeting in October

On the afternoon of October 13, Comrade Trieu Dinh Le, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the October Standing Session of the Provincial People's Council, resolving issues arising between the two sessions of the Provincial People's Council and a number of issues within his authority.

At the meeting, delegates reviewed and gave opinions on the proposal to develop a Resolution regulating policies to support people in participating in activities to manage and protect territorial sovereignty and national border security in the province.

To carry out the task of managing and protecting the border, border markers and border security, the Provincial People's Committee issued Decision No. 1140/QD-UBND dated June 3, 2009, stipulating guidelines for managing and using funds to carry out the task of protecting border markers and border security. In 2013, the Provincial People's Committee issued Decision No. 2116/QD-UBND dated November 29, 2013, adjusting the support level in Decision No. 1140/QD-UBND dated June 3, 2009, in which the militia and self-defense forces and the people performing the task of protecting border markers and border security are supported with 80,000 VND/day/person; the support level for the people is 80,000 VND/day/person. However, according to opinions and recommendations of voters in border districts, the support level is no longer suitable for the current socio-economic development situation.

The estimated funding source for implementing the resolution after approval is from the security and defense budget according to the provisions of Resolution No. 95/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council on promulgating the Regulation on the allocation norms for regular local budget estimates in 2022, the budget stabilization period 2022 - 2025 in the province (estimated budget for 1 year is about 7 billion VND, an increase of 3.5 billion VND compared to the provisions of Decision No. 1140/QD-UBND dated June 3, 2009 and Decision No. 2116/QD-UBND dated November 29, 2013).

After discussing and clarifying the authority to issue the resolution; funding sources, budget balancing ability; expected time for submitting the resolution for approval, the meeting agreed on the necessity of issuing the resolution and will add it to the resolution-making program of the Provincial People's Council in the coming time. The resolution-making process must be carried out in accordance with the procedure; the Provincial People's Committee needs to summarize the implementation of Decision No. 1140/QD-UBND; and collect opinions from affected subjects as a basis for drafting the resolution.

The meeting also gave opinions on: Draft Executive Program of the 16th Session (special session) of the 17th Provincial People's Council, term 2021 - 2026; contents related to the work of taking a vote of confidence for people holding positions elected by the Provincial People's Council; contents of the examination of the Economic - Budget Committee, the Legal Committee submitted to the 16th Session (special session) of the 17th Provincial People's Council, term 2021 - 2026.
