On the afternoon of October 13th, Comrade Trieu Dinh Le, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, presided over the October meeting of the Standing Committee of the Provincial People's Council to address issues arising between the two sessions of the Provincial People's Council and other matters within his authority.
At the meeting, delegates reviewed and commented on the proposal to draft a Resolution stipulating policies to support people's participation in activities related to the management and protection of territorial sovereignty and national border security in the province.
To fulfill the task of managing and protecting the border, boundary markers, and border security, the Provincial People's Committee issued Decision No. 1140/QD-UBND dated June 3, 2009, stipulating guidelines for the management and use of funds for the task of protecting boundary markers and border security. In 2013, the Provincial People's Committee issued Decision No. 2116/QD-UBND dated November 29, 2013, adjusting the support allowance in Decision No. 1140/QD-UBND dated June 3, 2009. This allowance provides 80,000 VND/day/person to militia and civilian personnel performing border marker protection and security duties; the allowance for civilian personnel is also 80,000 VND/day/person. However, according to the opinions and recommendations of voters in border districts, this support level is no longer appropriate given the current socio -economic development situation.
The funding for implementing the resolution, once approved, is expected to come from the security and defense budget as stipulated in Resolution No. 95/2021/NQ-HĐND dated December 10, 2021, of the Provincial People's Council on promulgating regulations on allocation norms for recurrent budget estimates of the local government in 2022, budget stabilization period 2022-2025 in the province (estimated annual funding of approximately 7 billion VND, an increase of 3.5 billion VND compared to the regulations in Decision No. 1140/QĐ-UBND dated June 3, 2009, and Decision No. 2116/QĐ-UBND dated November 29, 2013).
After discussions and clarifications regarding the authority to issue the resolution; funding sources, budget balancing capabilities; and the expected timeframe for submitting the resolution for approval, the meeting agreed on the necessity of issuing the resolution and will add it to the Provincial People's Council's resolution drafting program in the near future. The resolution drafting process must follow the correct procedures; the Provincial People's Committee needs to summarize the implementation of Decision No. 1140/QD-UBND; and gather opinions from affected parties to serve as a basis for drafting the resolution.
The meeting also considered: the draft agenda for the 16th (special) session of the Provincial People's Council, 17th term, 2021-2026; matters related to the confidence vote for officials elected by the Provincial People's Council; and the review reports submitted by the Economic and Budget Committee and the Legal Committee to the 16th (special) session of the Provincial People's Council, 17th term, 2021-2026.
