On the afternoon of September 28, the Provincial People's Committee held a regular meeting to assess the socio-economic situation in September and the first 9 months; and deploy key tasks for the last 3 months of the year. To date, the total winter-spring crop area has reached 38,129 hectares, equal to 100.52% compared to the 2022 winter-spring crop. The total grain output has reached 113,976 tons, reaching 90.94% of the plan, equal to 91.21% compared to the same crop last year. In the first 9 months of 2023, the industrial production value is estimated at VND 4,426.5 billion, equal to 66% of the plan, equal to 100.21% compared to the same period last year. Total retail sales of goods and consumer service revenue is estimated at VND 7,786 billion, equal to 131.29% over the same period, equal to 84.28% of the plan.
Total import-export turnover through the area reached 452.606 million USD, reaching 71% of the plan, equal to 71% compared to the same period last year. The number of tourists is estimated at 1,493,677, equal to 188.3% compared to the same period. Continue to accelerate the implementation of tasks related to the investment project to build the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway, striving to start the project on the occasion of the 79th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2023).
Disbursement of public investment capital in 2023 is 1,006.5 billion VND, reaching 25% according to the Prime Minister's decision, reaching 22% of the capital assigned according to the Provincial People's Council Resolution; disbursement of the capital plan in 2022 extended to 2023 is 656.414 billion VND, reaching 40.2% of the plan. Budget revenue in the area is 1,297.7 billion VND, compared to the estimate assigned by the Provincial People's Council, it reached 46%; compared to the same period last year, it was 42%... Cultural and social tasks were implemented promptly. Social security and social welfare work was effectively implemented. Foreign affairs were promoted; national defense and security were ensured.
In the last 3 months of the year, departments, branches, and localities continue to direct the harvest of the summer-autumn crop, deploy the production of the winter crop in 2023 - 2024, and prepare for hunger and cold prevention for livestock. Focus on implementing solutions to remove and resolve difficulties and obstacles for a number of projects . Direct close monitoring of the state budget collection situation, strictly manage revenue sources, exploit revenue sources, and prevent budget losses. Speed up the progress of land price determination, auction of land use rights and assets on land. Direct the implementation of budget estimates in the last months of 2023.
The meeting focused on discussing the implementation of a number of industrial projects; difficulties and solutions related to the disbursement of public investment capital, disbursement of capital for national target programs, budget collection, digital transformation, etc.
In his concluding remarks, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Hoang Xuan Anh requested departments, branches and sectors to review documents for amendments and supplements if any, especially the three national target programs; in capital disbursement, promote decentralization and delegation of authority for smooth implementation; flexibly transfer capital, strengthen supervision of contractors; remove difficulties and obstacles in materials in construction of works and projects; have flexible solutions to resolve legal procedures related to land use rights transfer and site clearance. Regarding budget collection, functional branches have measures to recover debts. Focus on implementing major projects, especially the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway investment project; urban development projects and planning work.
Focus on implementing major cultural and social events to promote the image of Cao Bang. The Department of Home Affairs advises the Provincial People's Committee to improve the organizational structure and supplement the payroll. Review the administrative reform plan, improve the administrative reform index. Strengthen the work of receiving citizens, handling complaints and denunciations of citizens, and resolving backlogs. Ensure safety for important events of the province, especially ensuring traffic safety, fire prevention and fighting.
