On September 22, the Steering Committee for the implementation of the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section through Ninh Binh province and the North - South Expressway expansion project in the East, Cao Bo - Mai Son section, held its 3rd meeting.

Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee chaired the Conference. According to the report of the Department of Transport: The North-South Expressway expansion project in the East, Cao Bo - Mai Son section, has a length of 15.2km. The project starts at the Cau Gie - Ninh Binh Expressway (in Yen Bang commune, Y Yen district, Nam Dinh province); the end point connects with the Mai Son - National Highway 45 Expressway project (in Mai Son commune, Yen Mo district, Ninh Binh province). The project is invested by the Department of Transport, with a total investment of VND 1,995 billion, from the central budget. The project implementation period is expected to be from 2023 to 2027. Up to now, the Department has directed consultants to complete the technical design for the project; it is expected to organize the appraisal, approval of the technical design and project estimate in October 2024, organize the selection of contractors in November, and start construction in December 2024.
The Ninh Binh - Hai Phong expressway construction investment project, the section through Ninh Binh province, has a total length of 25.3km; the starting point is at the Mai Son intersection with the North - South expressway, the eastern section of Mai Son - National Highway 45, in Mai Son commune, Yen Mo district. The end point is at the Day River overpass connecting Nam Dinh and Ninh Binh provinces, in Khanh Cuong commune, Yen Khanh district. The total investment is 6,865 billion VND from the central budget and provincial budget. The project implementation period is expected to be from 2024 to 2029.
Immediately after being assigned by the Provincial People's Committee to prepare the Feasibility Study Report, the Department of Transport has developed a detailed schedule for each work item up to the time of commencement of the project. To date, the appraisal of the project's feasibility study report has been completed; the appraisal results of the project's environmental impact assessment report have been approved; the project has been approved by the Provincial People's Committee, in which the Provincial Transport Project Management Board is assigned as the investor, striving to commence the project in December 2024.
At the meeting, Comrade Nguyen Cao Son, Vice Chairman of the Provincial People's Committee and delegates discussed and clarified the situation, progress of implementation, and solutions for the coming time for both projects, clarified some remaining problems, the completion of the process of providing foundation materials for the project, approval of detailed planning 1/500 of resettlement areas; land review, coordination, and human resource arrangement to serve the implementation of site clearance for projects; establishment of infrastructure construction projects for resettlement areas; environmental impact assessment; capital allocation, coordination, and human resource arrangement to serve the implementation of site clearance for projects; bidding, selection of consulting and supervision units, etc.
Agreeing with the comments at the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc acknowledged the great concentration and efforts of Party committees, authorities and people at all levels in carrying out project implementation procedures. He emphasized: These are key projects of the province and the country, of great significance in building intersections connecting the expressway with the traffic system, urban areas, industrial parks, and provincial tourism centers; are an important basis for Ninh Binh to connect the road traffic network in the province and the region, promote post-investment efficiency, create space and development space with vision for many future stages of Ninh Binh province... Thereby promoting the socio-economic development of the province and the region in accordance with the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050 and the Red River Delta Regional Planning, and the National Planning.
In particular, for the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province is the largest project ever assigned by the Government and the Prime Minister to Ninh Binh province as the investor. The project belongs to Group A with a very large volume of work but the time to implement investment procedures is short and urgent. However, with the close leadership and direction of the Standing Committee, the Standing Committee of the Provincial Party Committee, the Party Committee of the Provincial People's Committee; the proactive and active participation of relevant levels and sectors, up to now, the preparation of investment procedures has been according to the set plan.
Also according to the plan set out at the end of December 2024, the Ninh Binh - Hai Phong expressway construction project, the section passing through Ninh Binh province will start construction, so there is not much time left. The Chairman of the Provincial People's Committee requested the investor and relevant sectors to continue to learn from experience in leadership and direction when implementing previous key transport projects, strengthen close coordination to quickly complete the dossier, ensure methodical, correct procedures and regulations of the law. Proactively advise on the arrangement of capital sources, compensation policies, support for site clearance and resettlement land allocation; establish a site clearance support team, supplement human resources to support localities in resolving difficulties and problems in site clearance and resettlement in accordance with the State's regime and policies.
For the two localities involved in the land clearance work, Yen Khanh district and Yen Mo district, the Chairman of the Provincial People's Committee requested to immediately establish a Land Clearance Council; immediately deploy the project of resettlement areas, prepare bidding documents for project consulting units; steps to prepare resettlement areas; coordinate with the Traffic Management Board at the intersection in the field and conduct the inventory stage. He also noted that the districts need to closely coordinate with related sectors to select quality consulting units; increase initiative, assign tasks clearly to people, work clearly, and time clearly, and not let the work be delayed due to poor coordination between levels - sectors; between sectors and sectors. In particular, it is necessary to further strengthen the propaganda and mobilization work so that people can better understand the significance of the project, thereby agreeing with local authorities to facilitate the acceleration of project implementation, contributing to affirming the prestige of Ninh Binh province when implementing key projects and enhancing the brand and position of Ninh Binh province in the socio-economic development of the region and the country.
