Group of issues on thematic supervision and questioning activities

Speaking at the opening of the 25th session of the National Assembly Standing Committee (NASC) on the morning of August 14, National Assembly Chairman Vuong Dinh Hue stated that this was one of the sessions with the largest volume of content since the beginning of the year to prepare for the 6th Session of the 15th National Assembly, reviewing and deciding on a number of contents under the authority of the NASC with about 20 contents focusing on supervision, legislation and a number of other important issues.

Accordingly, the Standing Committee of the National Assembly will consider and give opinions on the related contents of the 5 supervision topics and will organize questions and answers at the meeting of the Standing Committee of the National Assembly.

According to the 2023 supervision plan, the Standing Committee of the National Assembly will conduct thematic supervision on “Implementation of Resolution No. 88 and Resolution No. 51 of the National Assembly on innovation of generaleducation programs and textbooks”. At the same time, the Standing Committee of the National Assembly will organize regular question and answer sessions.

Regarding questioning and answering questions, at this session, the Standing Committee of the National Assembly spent one working day questioning two groups of issues in the fields of the Ministry of Justice and the Ministry of Agriculture and Rural Development.

Regarding the group of issues in the field of the Ministry of Justice, we will focus on issues related to the implementation of the law and ordinance making program of the entire term so far, improving the quality of the legal system, the work of controlling power and fighting against corruption and negativity in the work of law making, the work of inspecting legal documents and improving the effectiveness of auction work as well as judicial appraisal.

Regarding the group of issues under the Ministry of Agriculture and Rural Development, focusing on issues related to removing difficulties for agricultural exports, exploitation, protection and development of aquatic resources, solutions to remove the European Commission's yellow card for aquatic products, conversion of land use purposes, recovery of rice-growing land areas, ensuring food security and issues of rice prices and rice exports in the current period.

The Standing Committee of the National Assembly will give initial comments on the results of the thematic supervision of "Implementation of the National Assembly's resolutions on the National Target Program on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period". This is a supreme supervision topic of the National Assembly in 2023.

The National Assembly Chairman said that this is the content that the National Assembly Chairman and Vice Chairman have also given preliminary opinions on. The Head of the Supervisory Delegation, Vice Chairman of the National Assembly Tran Quang Phuong, has organized the implementation very drastically and comprehensively.

At this meeting, the Standing Committee of the National Assembly will give its first opinion, on that basis, the Supervisory Delegation will study and absorb to complete the report as well as the draft Resolution.

According to the procedure, the Standing Committee of the National Assembly will give official opinions on this supervision topic at the September meeting, and is expected to submit it to the National Assembly at the 6th Session. The National Assembly Chairman affirmed that this is a thorough approach, each supervision topic is commented on by the Standing Committee of the National Assembly twice, so that the Supervisory Delegation has time to prepare, ensuring better quality.

The Standing Committee of the National Assembly gave opinions on the draft plan and report outline of the monitoring topics in 2024. That is, the National Assembly's monitoring topic on "Implementation of Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023";

The National Assembly's supervision topic on "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023"; the National Assembly Standing Committee's supervision topic on "Implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of public service units in the period of 2018 - 2023".

The National Assembly Chairman said that at this session, the National Assembly Standing Committee will consider and give opinions on 11 draft laws and draft resolutions to prepare the content to be submitted to the 6th Session of the 15th National Assembly.

Specifically, the Standing Committee of the National Assembly will give opinions on the explanation, acceptance and revision of 8 draft laws that the National Assembly has commented on at the 5th Session, namely the draft Land Law (amended); Housing Law (amended); Real Estate Business Law (amended); Water Resources Law (amended); Law on Management and Protection of National Defense Works and Military Zones; Citizen Identification Law (amended); Law on Forces Participating in Protecting Security and Order at the Grassroots Level and the Law on Telecommunications (amended).

The Standing Committee of the National Assembly gave its first opinions on two draft laws that will be submitted to the National Assembly for comments at the 6th Session: the Law on Social Insurance (amended) and the draft Law on amending and supplementing a number of articles of the Law on Property Auction.

The National Assembly Chairman pointed out that the volume of legislative work at this session is very large, including many complex and important draft laws that are of great interest to voters and the people, typically the group of three draft laws on land, housing and real estate business.

These are three draft laws submitted for consideration and decision at the same session, have great socio-economic impacts, are closely related to each other and are also directly related to the contents of the Law amending and supplementing a number of articles of the Law on Property Auction.

Therefore, it is necessary to ensure high synchronization and unity to unleash development resources and to properly and fully institutionalize the Central Committee's resolutions.

At the same time, it is necessary to pay close attention to avoiding institutional problems, overlaps, contradictions, lack of unity and especially avoiding loopholes that can lead to negativity, waste, and even group interests and local interests.

In addition, according to the National Assembly Chairman, the group of laws in the field of national defense and security at this session also accounts for a large number, with 3 draft laws: Law on Management and Protection of National Defense Works and Military Zones, Law on Forces Participating in Protecting Security and Order at the Grassroots Level and Law on Citizen Identification (amended)...

In addition, the draft Law on Social Insurance (amended) also raises many topical issues, which have a great impact on the subjects. Social insurance is a very basic social security net. This is a topical issue, of great concern to both employers and employees.

At this session, the Standing Committee of the National Assembly will consider and approve two draft resolutions detailing the assigned content to implement the laws passed by the National Assembly.

Specifically, the Resolution amending and supplementing a number of articles of Resolution 657 of the Standing Committee of the National Assembly specifically stipulates the positions and titles of people's police officers with the highest military rank of Lieutenant General and Major General, which are not yet stipulated in the Law on People's Police, and the Resolution of the Standing Committee of the National Assembly stipulates that inspection agencies are allowed to deduct a portion of the recovered and discovered amounts through inspection after being paid into the State budget.

The National Assembly Chairman clarified that the Law has stipulated that these contents are assigned to the Standing Committee of the National Assembly to specify in detail. Although it will be approved according to a shortened process, the Standing Committee of the National Assembly will proceed according to a 2-step process, giving opinions in the first phase and considering approval in the second phase of the session to ensure strictness.

In case the content of the Resolution is carefully prepared and the Standing Committee of the National Assembly has high consensus, it can vote immediately in the first session of the meeting.

The Standing Committee of the National Assembly will consider and approve the Prime Minister's proposal to appoint the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam for the period 2023-2026.
