On the morning of October 30, the Standing Committee of the Provincial People's Council held a meeting to question and answer issues related to the implementation of 3 National Target Programs (NTPs) in the province. Vice Chairmen of the Provincial People's Council Nong Thanh Tung and Hoang Van Thach co-chaired.
Attending the meeting was Vice Chairman of the Provincial People's Committee Nguyen Trung Thao. The meeting was held in person and online with district and city bridges.
At the question and answer session, there were 28 questions registered for questioning, 12 delegates directly questioned the leaders: Provincial Ethnic Committee, Department of Agriculture and Rural Development, Department of Labor - Invalids and Social Affairs.
Regarding the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas, the questions related to: The People's Committees at the commune level have not organized the selection of a list of projects to support production development and diversify community livelihoods. The reasons for not implementing contents 01, 02, 03 of Project 1 (solving the shortage of residential land, housing, production land, and domestic water). Developing sustainable agricultural and forestry economy associated with forest protection and increasing people's income, including the support rate for forest protection in localities that cannot be implemented.
Head of the Provincial Ethnic Minorities Committee Be Van Hung said: Currently, according to Circular 02/2023/TT-UBDT dated August 21, 2023, Article 18, Circular 02/2022/TT-UBDT dated June 30, 2022, has been abolished, so it is not mandatory to select and approve the list of orientation projects to support production development and diversify community livelihoods from August 2023. The reason for not implementing contents No. 01, 02, 03 of Project 1, the content of housing support is facing difficulties in implementation due to the lack of mechanisms related to support norms, payment procedures, and quality acceptance management. Regarding support for residential land and production land, the mechanism is not suitable for the province, due to the lack of large public land funds such as forestry farms, unallocated wasteland, etc. Up to now, it has not been implemented, and capital must be transferred to implement other contents of the program according to the provisions of law and the program, etc.
Regarding support for forest protection and conservation in localities, for the capital source in 2022 transferred to 2023, if by December 31, 2023 it is not fully disbursed, the Central Government will recover the capital source. For the capital source in 2023, the Central Government currently has a policy but has not yet made an official decision to allow the extension to 2024.
Many communes have completed acceptance and requested payment, but still face difficulties and problems in supporting forest protection contracts. Specialized agencies are guiding implementation according to the actual contract implementation time. However, there are no regulations or instructions stipulating the monthly support level, so localities are stuck with monthly or annual payments.
Regarding the National Target Program on New Rural Development (NRD), there were questions about: The implementation of planning criteria has some shortcomings; the number of communes meeting environmental criteria is very low; solutions to increase the number of communes meeting criteria, especially environmental criteria; support for moving livestock out from under the floors of houses...
Director of the Department of Agriculture and Rural Development Nguyen Thai Ha explained: Regarding planning criteria, the communes have basically completed the appraisal process (in the appraisal, the opinions of the Department of Construction were sought, which took a lot of time). Currently, many districts have decided to approve the planning of the communes to build new rural areas. Through inspection, there are some problems such as: Border communes, the planning of some places has detailed planning of border economic zones, the communes may overlap. There is no close connection between the new consulting unit and the planning consulting unit for the border economic zone, it needs to be reviewed. Regarding many targets set but not achieved, it is forecasted that by 2025, it will be difficult to achieve or not achieved, the responsibility of the departments, branches, the province has issued a decision to assign provincial agencies, enterprises to support and sponsor the communes to build new rural areas, however, the quality is low.
Regarding the low achievement criteria, in 2023, the province has 5 communes striving to achieve 17-18 criteria to reach 19 criteria by 2025. However, the most difficult criteria are currently income and poverty rate. As for the criteria of cultural facilities, education, production organization, and environment, from now until the end of 2023, each commune will strive to achieve 1 more criterion. Currently, the agricultural sector has some orientations for people in production to limit environmental impacts to increase the number of communes meeting environmental criteria. Criterion 13 on production organization has a low achievement because the number of effective production cooperatives is only about 200/400 cooperatives. The sector will advise the Provincial People's Committee to direct cooperatives to operate effectively according to the criteria.
The meeting also conducted questions and answers on the contents of the National Target Program for Sustainable Poverty Reduction, such as: Some indicators of the province's shortages are low; the reason why the rate of poor household workers who are trained and work abroad is very low...
Concluding the question-and-answer session, Vice Chairman of the Provincial People's Council Nong Thanh Tung highly appreciated the answers of the three departments and branches as well as the clarifications of some related departments and branches. The departments and branches answered the questions frankly, without evasion, correctly assessed the current situation, and proposed solutions for the coming time.
Propose that the Provincial People's Committee direct departments, branches and localities to disburse capital sources, especially career capital. At the same time, review and issue documents according to authority, advise and request the Central Government to provide implementation instructions. For each specific program, the Ethnic Committee focuses on maximum disbursement of career capital in the last 3 months of the year. The New Rural Development Program focuses on planning issues. The poverty reduction program focuses on eliminating temporary and dilapidated houses. Districts continue to implement projects to ensure time and quality to improve and raise the living standards of ethnic minorities.
