On the morning of May 19, in Hue City, the Coordination Council of the North Central and Central Coastal Regions held its 4th conference. Comrade Tran Hong Ha - Deputy Prime Minister chaired the conference.
Attending the conference were leaders of ministries, departments, central agencies and leaders of 14 provinces and cities in the North Central and Central Coast regions. Leaders of Nghe An province included comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
DEVELOPING A STRONG SEA REGION, RICH FROM THE SEA
On November 3, 2022, the Politburo issued Resolution No. 26 on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045. The Government issued Resolution No. 168 on the Action Program to implement Resolution No. 26 of the Politburo.
The Government's Action Program sets out 17 development targets, 34 tasks and 11 important projects and groups of projects in the region that need to be implemented by 2030. To date, 3/34 tasks have been completed, and the planning of 14/14 provinces in the region has been approved. The remaining tasks are major projects that are being implemented by ministries and localities in coordination with relevant agencies according to schedule.
Regarding 11 projects, important and regionally linked project groups, 3 airports and 1 seaport have been completed; 1 expressway is expected to be completed in 2025 and the remaining 7 projects are being researched and invested in in the coming time.
The region's economic growth rate (GRDP) in 2023 will reach 5.51%, higher than the national average, with some localities achieving high growth rates such as Khanh Hoa (10.35%), Ninh Thuan (9.4%), Phu Yen 9.16%, Binh Thuan (8.1%); The economic scale at current prices will reach more than 1,570 trillion VND, accounting for 15.06% of the country's GDP...
On May 4, 2024, Prime Minister Pham Minh Chinh signed Decision No. 376/QD-TTg approving the Planning of the North Central and Central Coastal regions for the 2021-2030 period, with a vision to 2050.
The development perspective of the North Central and Central Coast regions will focus on marine economic sectors to make the region strong in the sea and rich from the sea; develop green economy, digital economy, circular economy, night-time economy associated with science - technology development, innovation.
Economic development goes hand in hand with ensuring social progress and equity, sustainable poverty reduction, especially for ethnic minorities, mountainous areas, remote areas, border areas, beaches, and islands. Taking culture as a pillar of sustainable development, people are the center of resources and development.
Some priority and key industries of the North Central and Central Coast regions are: Semiconductor industry, chip manufacturing and design, coastal industry, marine tourism, maritime economy; focusing on developing marine energy industry, especially renewable energy from onshore wind and offshore wind.
The commercial sector is promoted towards modernization, applying advanced technology to meet market requirements and international integration. Forming and developing modern logistics centers associated with seaports, airports, and border gates. At the same time, focusing on developing tourism to truly become a spearhead economic sector.
Agriculture develops in an ecological direction, effectively adapting to climate change. Promote industrial and semi-industrial aquaculture associated with environmental protection, encourage aquaculture development in coastal areas of offshore islands.
ARRANGE AND SELECT A NUMBER OF PRIORITY INVESTMENT PROJECTS FOR EACH SUB-REGION
Speaking at the conference, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung said that the Prime Minister's approval of the North Central and Central Coastal Region Planning, along with the approval of the Provincial Planning for 14 localities in the region, is a favorable condition for implementing the goals and tasks set out in Resolution No. 26 of the Politburo on socio-economic development of the North Central and Central Coastal Region. In particular, it is necessary to establish 3 teams in 3 sub-regions to support the Regional Coordination Council in implementing the goals and tasks.
Basically agreeing with the proposal of the standing agency of the Regional Coordination Council on specific groups of mechanisms and policies, the Chairman of the People's Committee of Nghe An province said that the mechanisms and policies have focused on creating more resources, including supplementing and increasing resources; at the same time, increasing authority and decentralization for localities, creating a more favorable and open environment for attracting investment.
Giving comments on the draft, the Chairman of the Provincial People's Committee said that regarding marine economic development, the draft is proposing the North Central region, and developing key marine economic zones is selecting 2 provinces: Nghe An and Ha Tinh.
Therefore, it is proposed to add Thanh Hoa province to the key marine economic zone, because these three localities are in the connection of marine economic development and are consistent with the spirit of the National Marine Spatial Planning and the Planning of the North Central and Central Coast regions.
Regarding the application of mechanisms and policies, the Chairman of Nghe An Provincial People's Committee said that it is necessary to divide them into 2 groups.
Group 1, mechanisms and policies that can be applied to the whole region. Currently, in the region, there are 5 localities: Khanh Hoa, Da Nang, Thua Thien Hue, Nghe An, Thanh Hoa that have issued specific mechanisms and policies. Therefore, it is necessary to review which specific mechanisms and policies of the 5 localities are suitable for all localities in the region so that they can be applied generally.
The second group focuses on sub-regional mechanisms and policies, because each sub-region has its own characteristics.
Regarding the allocation of resources for key regional linkage projects, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung said that it must be considered in the overall interests of the region and each sub-region. In the context of a large list of projects, while the remaining implementation time is short and resources are limited, it is necessary to arrange and prioritize each sub-region for investment in a number of projects, in the form of collecting opinions and voting.
The North Central and Central Coast regions include 3 sub-regions: North Central (Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri); Central Central (Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh); South Central (Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan); and 2 economic corridors North - South and East - West.
