Ho Chi Minh City Minister Huynh Thanh Dat said that the strategy for developing artificial intelligence technology by 2030 sets the goal of making Vietnam a bright spot and technology center in the region and internationally.
On the morning of September 22, the Vietnam Artificial Intelligence Day 2023 (AI4VN 2023) attracted hundreds of delegates, leaders of ministries, scientists, businesses and especially the community interested in technology development and AI application domestically and internationally.
Before entering the main session of AI Summit 2023, Minister of Science and Technology Huynh Thanh Dat, along with ambassadors, counselors and leaders of ministries, large corporations and scientists, visited AI Expo. The Minister and delegates experienced many products applying AI technology such as AI reception, monitoring systems, smart devices and a series of artificial intelligence products at 30 booths of technology companies and universities. At Oppo's booth, when experiencing Air Glass virtual reality technology glasses, he paid attention to the ability to analyze, remind the weather, and display text for presentations. The Minister highly appreciated the product and suggested improving the design to increase aesthetics. At the AI Next Global exhibition area, the Minister expressed interest in AI text and speech generation technology. He tested this feature by entering the command: "Opening speech of Vietnam Artificial Intelligence Day event. Results displayed within 30 seconds with about 500 words".
In his opening speech, Minister Huynh Thanh Dat said that AI technology is the key to the 4th industrial revolution. In recent times, it has received attention from the State, businesses have invested heavily and have had many breakthrough products.

According to the Minister, after two years of implementing the AI Strategy, Vietnam has achieved encouraging results, including ranking 55th in the world in the AI Readiness Index in 2022, up 7 places compared to 2021, according to a report by Oxford Insights. The Ministry's leaders said that managers, businesses, and scientists have worked together to promote research, joining hands to create many useful AI application products that have entered life.
He highly appreciated the connecting role of AI4VN, helping managers, businesses, and scientists both at home and abroad to come closer together. The Minister believes that many products introduced at the event will soon be connected to the community, applied in life, and strongly contribute to the development of Vietnam.
From the university perspective, Mr. Vu Hai Quan, member of the Party Central Committee, Director of Ho Chi Minh City National University, emphasized that the event is an important playground for the AI industry, a meeting place for policy makers and businesses to develop AI.

Ambassadors and diplomatic counselors representing the four countries of the UK, the US, Australia and South Korea also assessed Vietnam's progress and achievements in building an AI ecosystem through welcoming speeches.
Ms. Emily Hamblin, British Consul General in Ho Chi Minh City, assessed that the displayed solutions showed the development of the Vietnamese technology industry with the participation of many businesses. She said that AI4VN is a good initiative to promote the application of AI in life, while helping the UK understand more about the technology needs of units in Vietnam. She emphasized that AI is making great strides, developing rapidly and will achieve more breakthroughs in the future. However, she said that along with the advantages are more complex risks, requiring countries to balance development with ethics and management. "The barriers to AI mainly lie in user trust, it is difficult to exploit technology without addressing knowledge and management barriers," Ms. Emily Hamblin said.

Mr. Graham Harlow, Acting Consul General of the United States in Ho Chi Minh City, hopes to continue to cooperate closely with Vietnam to develop science and technology, and build standards for the use and development of AI in the future. "AI advances open up potential for both countries in areas such as medicine, environment, education and public welfare," said Mr. Harlow.
Mr. Yang Ki Sung, Counselor for Science, Information Technology and Communications, Embassy of the Republic of Korea in Vietnam, assessed that the development of large language models and generative AI opens a new era, helping to create seamless experiences in all aspects of life. AI also impacts and shortens working time, helping businesses improve performance. "A country's competitiveness depends on how far it can exploit AI's potential and expand its applications in life," said Mr. Yang Ki Sung, who hopes to increase connectivity so that the two countries can become innovation centers in the region.
After the opening session, Mr. Pablo Fuentes Nettel, senior consultant at Oxford Insights, was the opening speaker. He said that Vietnam has an advantage in AI development thanks to the support of the Government. According to the report "Government AI Readiness Index 2022", Vietnam currently has two technology unicorns, ranking third in ASEAN. He highly appreciated Vietnam for its R&D foundation, higher education, and market competitiveness. However, compared to other countries in the region, Vietnam still spends too little on R&D, only 0.5% of GDP.
Mr. Nettel affirmed that Vietnam has a bright future if it focuses on investing in AI. Proposing solutions, the speaker said that 5G transformation and building open databases are solutions to increase indicators, creating momentum for the technology explosion.

The speakers continued to bring real stories and share experiences to contribute to the development of the AI ecosystem in Vietnam. Mr. Vo Minh Thao, National Sales and Marketing Director, Aqua Vietnam Electrical Appliances Co., Ltd. emphasized that AI technology has a strong influence and has many applications in production, healthcare, environment, and information technology. Citing the ability of AI technology to automate all tasks, he said that an 8,000 m2 factory only needs two employees. AI helps Aqua check for all technical errors, bringing the error rate to 0%. AI helps the unit analyze big data and make smart decisions. "Previously, the process from production to consumers took 30-45 days. With AI, we built a simulation model in just 7 days," he said.
One of the most attractive branches in artificial intelligence, generative AI, was mentioned by Dr. Dao Duc Minh, General Director of Vin Bigdata. Vin BigData's leader cited McKinsey's data, generative AI contributes 2,600 - 4,400 billion USD to the global economy every year. Should Vietnam "stand on the shoulders of giants" or invest in its own generative AI platform, big languages is still a big question. However, Mr. Minh believes that Vietnam has a complete opportunity to shorten the gap with the world if it takes advantage of generative AI. From an economic perspective, generative AI helps businesses to be self-sufficient in core technology, promote business and operations, and ensure data security.
Vin Bigdata's CEO pointed out that there are many barriers preventing generative AI from exploding in Vietnam, including funding, security, accuracy, locality, and suitability. However, he believes that developing generative AI for Vietnamese people is still the right thing to do to create a purely Vietnamese tool that can understand Vietnamese culture. Recently, Vin Bigdata has successfully developed the first generative AI based on a large language model, which will be applied to products such as Vivi, VinBase, and ViGPT.
As the next speaker, Dr. Le Thai Hung, Director of Strategy VNPT AI, gave a presentation titled "Developing digital society with specialized AI assistants". Affirming the huge impact of AI on the global economy, he analyzed the causes leading to this explosion. That is, AI technology is used to compress human knowledge. Even with just a mobile phone in hand, each person can have an AI assistant by their side. AI can decide on some things for us, helping to increase work efficiency. He said that thanks to the comprehensive digital transformation ecosystem, VNPT has created specialized AI assistants such as electronic identification AI assistant, medical AI assistant for doctors, traffic monitoring AI assistant, social network listening AI assistant, customer and citizen care AI assistant and has been well received by customers because it meets their needs. VNPT experts affirmed that VNPT wants to create thousands of separate AI assistants to serve businesses and people.

The new attraction of AI4VN 2023 this year is the stage showcasing AI technology from big names FPT, Aqua, Vin Bigdata, Veronica, Tri Nhan robot and Bao Dai. The animations depicting applications in life, human interaction with AI through voice commands, virtual assistants and challenges guided by robots brought an explosion of excitement throughout the auditorium.
The culmination of the Festival was the Signing Ceremony of cooperation to develop the Openscience.vn Data Sharing Platform. This platform allows the domestic research community to contribute and share common datasets, through which lecturers, students, and practitioners in the fields of data science and artificial intelligence can exploit the platform to serve research, teaching, and training.
The AI4VN Festival is directed by the Ministry of Science and Technology, organized by VnExpress newspaper in coordination with the Information and Communication Technology - Faculty - Institute - School Club (FISU). After 5 years of organization, AI4VN has attracted more than 10,000 participants, more than 100 speakers to discuss the development of a sustainable AI ecosystem in Vietnam.
