High determination, great efforts, drastic actions; overcoming difficulties, promoting internal strength, innovation, turning agriculture into a spearhead economic sector, commensurate with its role and position as one of the three economic pillars of the province... are among the general requirements in the Conclusion of the Provincial Party Executive Committee after the Conference to review 2 years of implementing Resolution No. 05-NQ/TU of the province (term XIV) on developing a modern, sustainable agricultural sector with high added value.

Results and limitations

On December 26, 2023, the Provincial Party Committee (term XIV) held a conference to review 2 years of implementing Resolution No. 05-NQ/TU, dated September 10, 2021 of the Provincial Party Committee (term XIV) on developing a modern, sustainable, high-value-added agricultural sector (Resolution No. 05-NQ/TU). After discussion, the Provincial Party Committee unanimously concluded: After the Provincial Party Committee (term XIV) issued Resolution No. 05-NQ/TU, all levels, sectors and localities have made many efforts, focused on leadership and direction in implementing and achieving some positive results, notably: The average growth rate of agricultural value added reached 2.94%/year; labor productivity increased by an average of 6.28%/year. The proportion of agriculture, forestry and fishery in the value added in 2023 accounted for 26.2%. Forest coverage remains stable at 43%. Rural residents' income in 2023 increased 1.15 times compared to 2020. The average value of harvested products per hectare of cultivated land in 2023 reached about 130 million VND. Agricultural export turnover is increasing. A number of concentrated production areas have been formed in the direction of agricultural economy. The linkage of production and business in agriculture continues to be expanded; a number of production linkage models associated with preservation, processing and consumption of agricultural products according to the value chain are formed, bringing high economic efficiency. The work of preventing and combating illegal fishing (IUU) is focused on implementation. Infrastructure of fishing ports, boat anchorage areas, sea dykes, river dykes, irrigation works, and natural disaster prevention and control projects are invested in and upgraded. Farmers have better promoted their role as subjects, participated in cooperation, association, transformation of production structure, economic development, contributing to accelerating the industrialization and modernization of agriculture in the province. The material and spiritual life of farmers has gradually improved. However, besides the achieved results, there are still some shortcomings and limitations, notably: The progress of implementing some key targets on agricultural development by 2025 is still slow, possibly not meeting the set requirements. The results of restructuring the agricultural sector are not clear, the growth of the agricultural sector is not sustainable; the quality, value and competitiveness of agricultural products are still low. Infrastructure serving agricultural development has not yet met development requirements. The scale of agricultural production is still small, the added value is low. Linking and cooperating in production according to the value chain in agriculture is still limited; the settlement of records and procedures to attract enterprises to invest in developing high-tech agriculture is still slow. Some projects and livestock farms have not done a good job of protecting the environment, the risk of water pollution, waste and emissions have not been thoroughly treated. Research, application of science - technology, innovation have not become the driving force to create breakthroughs in agricultural development. The development of a project to form a wood raw material and wood processing area for the period 2021 - 2030 and the development of a plan to plant and restore forests in protected areas, upstream areas, and areas at risk of landslides are still slow. Forecasting and market information are still limited, agricultural product prices are still unstable, especially for dragon fruit. Key tasks

Faced with the above situation, the Provincial Party Committee requires all levels, sectors and localities to focus on implementing well the management of agricultural development planning; effectively implementing the Provincial Planning for the period 2021 - 2030, vision to 2050 and the Land Use Planning for the period 2021 - 2030, vision to 2050 of districts, towns and cities. Continue to review and restructure agricultural production towards diversification, in line with market demand, adapting to climate change. Develop crop products with advantages, high productivity and quality, expand regional linkages. Develop livestock farming according to large-scale farm models, applying high technology, circulating livestock farming, ensuring biosafety, disease safety, and maintaining environmental hygiene. Strengthen management of fishing grounds, prevent illegal exploitation of seafood by fishermen in foreign waters. Effectively implement forest development solutions and strictly handle acts of encroachment on forest resources and encroachment on forest land; effectively implement policies on forest protection and development. Strengthen forms of cooperation, linkage in production, processing and consumption of agricultural products according to the value chain, especially linkage between farmers and enterprises, cooperatives and cooperative groups in production and consumption of agricultural products; in which, cooperative enterprises play a core role, acting as a bridge to promote production development associated with processing and consumption. Combine agricultural production with tourism activities in places with conditions. Promote the province's internal strength in combination with central capital sources to invest in developing infrastructure, agricultural and rural works and projects. Strengthen socialization of investment in commercial infrastructure in rural areas (markets, supermarkets, etc.); encourage people to actively build small-scale irrigation, renovate intra-field canals and intra-field traffic to serve daily life and production. Promote the application of science and technology and digital transformation in the agricultural sector. Support enterprises, cooperatives and farmers to improve their capacity to receive and apply science and technology, especially high technology, biotechnology and environmentally friendly technology. Synchronously and drastically deploy measures to control the use of inorganic fertilizers, pesticides, toxic chemicals, banned substances, etc. in the production, trading and preservation of agricultural products, ensuring quality, food safety and traceability of products. Strengthen propaganda and mobilization work to raise people's awareness, overcome environmental pollution, build a civilized, green, clean and beautiful rural environment. Promote trade promotion, diversify export markets, create favorable conditions to support enterprises in the production, processing and consumption of agricultural products. Shift from informal export to formal export. Improve the effectiveness and efficiency of state management in the fields of land, forests, minerals, water resources, and environment; encourage land accumulation for large-scale agricultural development in accordance with the law. Reform administrative procedures, improve the investment environment in the agricultural sector. Improve the effectiveness of forecasting, market analysis, and promptly resolve issues and challenges caused by climate change and epidemics. Resolutely revoke agricultural projects that have been approved for investment but are not implemented, are slow to implement, or are not implemented for the right purposes and objectives of the project, causing waste of land resources. Pay attention to training, fostering, and improving the quality of staff working in the agricultural sector, especially agricultural, forestry, and fishery extension officers; plant protection, aquatic resources protection, forest protection management, livestock, veterinary medicine, irrigation, etc.
