Developing a nationwide rehabilitation system

The program ensures that people with disabilities and those in need have access to quality, comprehensive, continuous and equitable rehabilitation services; reduces the rate of disability in the community, contributes to improving people's health and ensuring social security.

Specifically, by 2030, over 90% of children from birth to 6 years old will be screened for early detection and early intervention for disabilities; 90% of provinces and cities will implement a community-based rehabilitation model; develop a network of rehabilitation facilities, ensuring that over 90% of rehabilitation facilities (including rehabilitation hospitals, rehabilitation centers, rehabilitation departments of medical facilities) are maintained, consolidated, and invested in; improve the quality of rehabilitation technical services, strive for over 90% of rehabilitation hospitals to achieve a quality level of good or higher according to the hospital quality assessment criteria of the Ministry of Health; 100% of hospitals, orthopedic - rehabilitation centers, rehabilitation service providers of ministries and branches will achieve the targets for developing technical expertise, orthopedic and rehabilitation instruments according to the planning and plans approved by competent authorities...

By 2050, rehabilitation will be developed at all levels within and outside the health sector with a variety of intervention methods, ensuring the provision of comprehensive, continuous and quality rehabilitation services. Promoting community-based rehabilitation activities will become a strategic measure to address the problem of disability in Vietnam, moving towards implementing community-based rehabilitation in all communes, wards and towns; districts, towns and cities; provinces and cities nationwide and integrated into many other social services outside of health facilities. All people will have access to screening services, early detection, early intervention for disabilities and essential rehabilitation techniques, appropriate to their needs...
