In the 2018-2024 term, the people's foreign affairs and foreign non-governmental aid mobilization of the Hai Duong Provincial Union of Friendship Organizations were carried out in the context of the world continuing to change rapidly, complicatedly and unpredictably. In the country, in addition to the task of recovering and developing the socio-economy after the Covid 19 pandemic, foreign affairs and diplomacy have also received special attention from the Party and State and achieved important achievements.
With the motto of “Proactive, flexible, creative and effective”, in the past term, the union has made efforts to proactively adapt to the new situation, innovate methods, lead member friendship organizations to perform well assigned political tasks, and have positive changes with many rich and diverse contents and forms of activities. Through these activities, it has built and consolidated a network of partners, organizations, individuals, and friends who care about, support and sympathize with Vietnam in general and Hai Duong province in particular.
From a few initial core organizations, the union has now developed into 14 focal points, including the Office, the Friendship Cooperation Center and 12 member friendship associations. Professional training during the term has been focused on.
To implement the guidelines and policies on people's diplomacy and foreign information, the union has chaired the dissemination of the contents of Directive 38-CT/TW dated September 19, 2019 of the Secretariat on "Continuing to innovate, promote the role and improve the quality and effectiveness of the activities of the Vietnam Union of Friendship Organizations in the new situation" to member organizations and 100% of members. Chaired the consultation on the development of Plan No. 124-KH/TU dated January 19, 2023 of the Provincial Party Standing Committee and Plan No. 1970/KH-UBND dated June 8, 2023 of the Provincial People's Committee on the implementation of Directive No. 12-CT/TW dated January 5, 2022 of the Central Secretariat on "Strengthening the leadership of the Party, improving the effectiveness of people's diplomacy in the new situation". At the same time, act as the focal point and preside over advising the Provincial People's Committee to develop Decision No. 308/QD-UBND dated February 24, 2023 on promulgating the Program for cooperation and mobilization of non-refundable aid not included in official development assistance from foreign agencies, organizations and individuals for Hai Duong province in the period 2023-2025. Participate in giving comments on draft documents and decisions of the Provincial People's Committee related to people's diplomacy and foreign non-governmental organizations developed by relevant departments and branches.
The Union has also organized many thematic talks on international and regional situations, foreign policies of the Party and State... to help officials and members of the Union update information for research and creative application in activities. On the occasion of the 22nd anniversary of its founding (February 19, 2002 - February 19, 2024), the Union has built and put into operation the Electronic Information Page - the official communication channel, updating the Union's activities to be closer to management agencies, member friendship organizations and foreign non-governmental organizations...
The Union has proactively done a good job of advising on the implementation of programs and friendly cooperation activities between Hai Duong province and foreign sister localities such as Vientiane province (Laos), Seine-Saint-Denis province, Montreuil city (France), Suwon city (Korea). Expanding and strengthening partnerships, implementing diverse peace, solidarity and friendship activities to improve the effectiveness of people-to-people diplomacy in the new situation.
The Union has chaired and led member organizations to carry out commemorative activities, friendly meetings on major holidays, important events and Tet holidays of other localities, youth exchange programs to exchange culture, language and reach out to the community... At the same time, proactively integrating people-to-people diplomacy activities in the implementation of foreign non-governmental aid in the locality.
During the past term, the union welcomed hundreds of international visitors and volunteers to visit, work and carry out volunteer activities in the province.
In the 2018-2024 term, the Union has mobilized more than 10 international and foreign non-governmental organizations to operate and implement programs, projects and non-projects in the province; mobilized, received and implemented 70 non-governmental aid packages with a total capital of 5.84 million USD (equivalent to 147.6 billion VND), 1.8 times higher than the previous term.
Funding from foreign non-governmental projects focuses on the fields of education (granting scholarships, building infrastructure), social security (supporting the disadvantaged), health (medical examination and treatment, supporting medical equipment)...
In the coming time, the union will continue to focus on implementing synchronous solutions to further improve the efficiency and operational capacity of the union and its member organizations. Promote the spirit of "Proactive, flexible, creative and effective" in implementing people-to-people diplomacy activities.
Continue to innovate the content and methods of operation in performing people's foreign affairs tasks on the basis of firmly grasping and creatively applying the Party's viewpoints and guidelines on foreign affairs and people's foreign affairs, on building and developing a comprehensive and modern Vietnamese foreign affairs and diplomacy imbued with the identity of "Vietnamese bamboo"; consistently implement the foreign policy of independence, self-reliance, multilateralization and diversification of international relations; ensure the highest national interests on the basis of international law; maximize internal strength and take advantage of external strength; consider people's foreign affairs as the task of the entire political system, of each cadre, party member and citizen.
Promote foreign non-governmental aid in a practical and effective manner, targeting the grassroots and vulnerable groups in society; closely coordinate with relevant agencies, localities and units to effectively manage and guide the activities of foreign non-governmental organizations in the province.
Continue to consolidate and improve the organizational structure of specialized agencies, as well as member organizations of the union in the direction of streamlining, efficiency and professionalism. Pay attention to training and fostering the staff working in people's foreign affairs in terms of qualifications, capacity, especially political courage...
