Promoting the role of the Vietnam Fatherland Front in social supervision and criticism

Social supervision and criticism is a method of operation of the Vietnam Fatherland Front in mobilizing people to participate in Party and government building. In recent times, this work has been well implemented by the Provincial Fatherland Front Committee, with innovation in content and methods, bringing many positive results.

Social supervision and criticism by the Vietnam Fatherland Front and socio-political organizations is a special activity, of a popular and broad social nature; it is a way for people to contribute opinions and suggestions to the Party and State in the formulation and implementation of policies, laws, in order to promote the people's mastery. With such an important role, in recent times, the Vietnam Fatherland Front at all levels in Quang Ninh has actively promoted its role and responsibility, effectively implementing the work of social supervision and criticism.

From the beginning of the 2019-2024 term, the Provincial Fatherland Front Committee has developed and implemented a plan and program of monitoring activities in line with Decision No. 217-QD/TW dated December 12, 2013 of the Politburo, Directive No. 18-CT/TW dated October 26, 2022 of the Secretariat and the province's political tasks and practical requirements. The monitoring content and program are implemented comprehensively, synchronously, with focus and key points, with little overlap or duplication of content and monitoring subjects.

According to statistics, since the beginning of the term, the Vietnam Fatherland Front Committee and socio-political organizations at all levels in the province have chaired, organized and completed 2,720 monitoring programs. Of which, the Vietnam Fatherland Front Committee at all levels chaired and completed 2,166 monitoring programs in all fields of economy, culture, society, security and order, administrative reform, and social security. From the results of the monitoring activities of the Vietnam Fatherland Front, many recommendations have been sent to all levels and sectors to propose solutions to overcome difficulties, obstacles, and inadequacies, contributing to socio-economic development; ensuring the legitimate rights and interests of organizations and individuals, and contributing to the implementation of local political tasks.

Notably, in the 2019-2024 term, for the first time, the Provincial Fatherland Front Committees at all levels organized a supervision program for cadres, party members, civil servants, public employees, and elected representatives. From 2021 to the end of 2023, the Provincial Fatherland Front Committee supervised 97 comrades who were heads and deputy heads of district-level People's Committees and provincial departments, branches, and sectors; supervised 1,342 People's Council delegates at all levels for the 2021-2026 term. Through supervision, shortcomings, limitations, and problems were promptly discovered, and recommendations were made for all levels and sectors to direct and have solutions to overcome them, ensuring the legitimate and just rights and interests of members, union members, and people, contributing to improving the leadership capacity, fighting strength of Party committees and organizations, and the management effectiveness of governments at all levels.

The areas and contents of supervision are all selected to ensure that they are close to the issues that the majority of people are concerned about, related to social life, and the responsibilities of cadres and party members in performing their assigned duties and responsibilities. Typical examples include land acquisition, compensation for site clearance, resettlement support, and the implementation of solutions to improve the quality of the Provincial Governance and Public Administration Performance Index (PAPI).

Every year, the Standing Committee of the Provincial Fatherland Front Committee establishes a monitoring team to conduct monitoring in villages and residential areas in the three localities of Ha Long, Cam Pha, and Quang Yen (localities selected by the United Nations Development Program - UNDP to collect survey and evaluation votes) to grasp the situation of the implementation of democratic regulations; promptly recommend competent authorities to pay attention to thoroughly resolving the legitimate recommendations of voters and people. Thereby creating trust and consensus among the people in participating in government building, actively contributing to the development of the locality and the province.

The Provincial Fatherland Front Committee organized a conference to provide social feedback on the draft resolution stipulating that areas within the inner city of cities, towns, townships, and residential areas are not allowed to raise livestock in the province.

Along with monitoring activities, social criticism activities are also focused on by the Fatherland Front at all levels in the province, ensuring proper functions, responsibilities and powers according to the provisions of law. Thereby, people of all walks of life are created conditions to promote their mastery and participate in the process of building policies, programs and plans for local socio-economic development. Every year, based on the draft projects of the province, the resolution building program of the Provincial People's Council, the Provincial Fatherland Front Committee selects at least 3 contents that the majority of voters, people, union members and association members are interested in to negotiate and agree to include in the social criticism program by organizing conferences or organizing dialogues and implementing the proposed program well.

From 2019 to present, the Fatherland Front Committees at all levels in the province have organized written responses to more than 1,500 draft resolutions submitted to People's Councils at all levels and decisions, programs, projects of People's Committees at all levels, and other legal documents sent to agencies and units in charge of drafting to receive comments. The feedback of the Fatherland Front was fully received by the submitting agencies and the issuing decision agencies, becoming an important and necessary information channel to help local authorities consider issuing specific policies in the area. Thereby contributing to perfecting and improving the quality of policies, regulations, projects and proposals when issued, in accordance with reality, and receiving the support and response of the people.

In addition to organizing written feedback and conferences, the Vietnam Fatherland Front Committee and its member organizations have deployed feedback through information technology platforms such as portals, websites, community pages (fanpages), zalo groups... among union members, association members and people of all walks of life.
