Binh Thuan has 34 ethnic minorities living and accounting for about 8% of the province's population. Of which, the Cham people have the largest population, accounting for over 3% of the province's population and 39% of the ethnic minorities. The Cham people live in many localities in the province, but are most concentrated in Bac Binh with 3 purely Cham communes: Phan Thanh, Phan Hoa, Phan Hiep. In previous years, the security and order situation in many places in the province, including communes and villages with a large number of ethnic minorities living, was complicated. The situation of young people gathering to fight, disturbing public order, and property theft occurred frequently; social evils, especially drugs and gambling, were quite common at times, causing anxiety among the people.
However, under the leadership and management of local Party committees and authorities, the above situation has had many positive changes. During that process, the ethnic minority community in the residential area has responded through local emulation movements and campaigns with specific and practical actions. At the same time, they have proactively prevented, detected, stopped and effectively fought against all kinds of crimes and social evils. Religious dignitaries and prestigious people in the Cham ethnic group have also promoted their roles and responsibilities in propagating and mobilizing people to comply with the Party's guidelines and policies, and the State's policies and laws. Thanks to that, the sense of responsibility, community awareness, mutual assistance in life, building a civilized lifestyle, preserving and promoting the cultural values of their people, raising vigilance, and ensuring security and order in the locality.
For example, in Phan Thanh, in the past 3 years, local dignitaries have coordinated to reconcile over 20 conflicts among the people, helping 2 cases of suspended sentences with clear progress; coordinated to send 1 case to drug rehabilitation; persuaded 2 wanted subjects for the crime of "Illegal possession of narcotics" to surrender. In Phan Hoa commune, over the past year, religious dignitaries, intellectuals and prestigious people have provided 10 valuable sources of information to help the police force clarify 3 cases of property theft, detect and handle 2 gambling cases; proactively prevent and handle incidents occurring in villages in the commune, not allowing complicated "hot spots" of security and order to arise. Coordinated with the police, the Fatherland Front, unions, village executive boards and socio-political organizations to resolve 4 conflicts in the area; Do not let complicated security and order situations occur in border areas.
Identifying the assurance of political security and social order and safety as one of the key tasks, the task of ensuring security and order in ethnic minority areas will continue to be implemented by sectors and localities with many measures. The focus is on strengthening propaganda, mobilization and education to raise awareness and responsibility in order to create consensus and promote the role of ethnic minority people in voluntarily participating in maintaining peace in the area. Building a widespread and sustainable movement of the entire people to protect national security through summarizing, consolidating and replicating self-management and self-defense models; promptly praising and rewarding collectives and individuals with outstanding achievements in the fight against and prevention of all kinds of crimes and social evils...
