Classifying houses on canals and ditches to pilot social housing rental and purchase

On the afternoon of June 27, at a press conference on the socio -economic situation of Ho Chi Minh City, Mr. To Van Lam, Deputy Head of the Urban Development Department, Department of Construction of the City, provided some information on consulting and developing a pilot project to help households with houses on and along canals to rent or buy social housing when the state renovates the urban area.

Ho Chi Minh City is currently implementing 5 projects, including: Xuyen Tam Canal renovation; dredging and renovation of the North bank of Doi Canal (District 8); Hy Vong Canal renovation project (Tan Binh District); Van Thanh Canal dredging and renovation project (Binh Thanh District); Te Canal infrastructure construction and environmental improvement project (District 4). In total, there are about 6,000 houses that need to be relocated.

Mr. Lam said that there are two types of houses on and along canals in Ho Chi Minh City. The first type is houses along canals, these houses are built within the canal protection corridor (the part built on the bank).

The second type is houses on canals. These are stilt houses on water, temporary structures, small areas, dilapidated, encroached by people, mostly poor households, without legal status or ownership of houses and land.

According to Mr. Lam, the households living on and along the canals, including those without valid documents, mostly occupying or illegally owning land and houses, will not be eligible for resettlement according to regulations, nor will they be entitled to social housing policies.

"Sociological survey data shows that houses on and along canals have an encroachment rate of about 30% of those that must be relocated," said Mr. Lam.

Previously, in the conclusion announcement of Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong at the meeting on social housing, accommodation, and accommodation for workers and those living along and on canals, it was stated that the city will pilot a project allowing households whose houses on canals and ditches are relocated to rent or buy social housing. The pilot project will be implemented by the Department of Construction.
