That was one of the requests of comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the working session with Tokyo Gas Co., Ltd., Kyuden International Group, and Truong Thanh Vietnam Industrial Joint Stock Company on the implementation of the Thai Binh LNG Thermal Power Plant project on the afternoon of February 18.

Speaking at the meeting, the representative of the investor of the Thai Binh LNG Thermal Power Plant project sincerely thanked the province for its support and assistance throughout the project implementation process; and reported on the project's progress up to now. Accordingly, the Thai Binh LNG Thermal Power Plant project has a capacity of 1,500 MW and is implemented by a consortium of investors: Tokyo Gas Co., Ltd., Kyuden International Group, and Truong Thanh Vietnam Industrial Joint Stock Company. The project has an area of land and water surface of about 269.43 hectares with a total investment of more than VND 47,000 billion. Immediately after the project was approved by the Provincial People's Committee, the investor closely coordinated with the provincial departments, branches, and localities to carry out related tasks. Currently, the investor is coordinating with the province to implement the preparation of a feasibility study report and a specialized report; Land acquisition and site clearance... It is expected that after receiving the land handover in the third quarter of 2025, the investor will start construction of the project with items such as: Operation Center, traffic infrastructure and other items, ensuring that the project puts unit 1 into commercial operation in 2028 and puts unit 2 into commercial operation in 2029 according to the schedule committed to the province.

At the meeting, leaders of departments, branches, localities of the province and investors focused on discussing and clarifying difficulties in implementing projects such as power purchase contracts, construction of cooling systems, power transmission, support in preparing feasibility study reports, compensation progress, support for project site clearance, resettlement, speeding up procedures and processes related to the project, etc.
Speaking at the meeting, comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee acknowledged and highly appreciated the efforts of the provincial departments, branches, localities and investors in implementing the project.
Regarding the tasks in the coming time, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized: The key task in 2025 of the province is to effectively implement key projects in the area, including the Thai Binh LNG Thermal Power Plant project. The province is resolutely implementing the work contents related to the project under its authority.
To achieve this goal, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested the investor to coordinate with the provincial departments and branches to promptly implement a number of processes and procedures related to the project under the consideration and decision of the Prime Minister and central ministries and branches. The province will direct the immediate resolution of tasks under the province's authority. For tasks related to central ministries and branches, the province will coordinate with the investor to remove difficulties.
Assigning specific tasks to departments and Thai Thuy district, he requested departments, localities of the province and investors to review and coordinate implementation based on assigned tasks, ensuring the correct progress and timeline, including completing project site clearance before May 2025. At the same time, develop a plan to prepare for the project groundbreaking ceremony in September 2025.
Thai Binh province commits to accompany investors, remove difficulties to implement the project, request investors to prepare capital conditions, concentrate resources, and strive to start the project as planned.
